<br />H. Legislative-Council Meeting January 20--Manager indicated the van
<br />would be leaving City Hall at 3:30 p.m. for the trip to Salem.

<br />I. Rezoning from R-1 to R-2-10/A-SR area southeast corner Harlow
<br />Road and Coburg Road (Bennett) (Z 76-40)--Manager announced post-
<br />ponement of hearing from January 24, 1977 to February 14, 1977, at
<br />request of the applicant.

<br />Liquor license: Change of location
<br />A. Grocery Carts, Inc.--Wicker Basket Gourmet Foods (RMB) from 5th
<br />Avenue Market to 245 East 6th Avenue.

<br />Mr. Haws moved, seconded by Mr. Hamel, to set public hearing
<br />for January 24, 1977. Motion carried unanimously.
<br />
<br />Appealing denial of Merchant Police license by Police Department-
<br />Terry Lee Ackley--January 13 memo from Finance has been distributed
<br />to Council. At Mr. Haws' request, criteria for such an appeal will be
<br />distributed prior to the hearing.
<br />
<br />Mr. Haws moved, seconded by Mr. Hamel, that a hearing
<br />for the appeal be set for January 24, 1977. Motion carried
<br />unanimously.

<br />IV. Amendment to zoning code relating to Mobile Home Parks and Subdivision
<br />Section 3.005, 3.285, 3.455(2), 8.568(4), 8.690, 9.254, 9.310, 9.312,
<br />9.324, 9.326, 9.354, 9.368, 9.424, 9.452, 9.544, 9.802, 9.804, 9.806,
<br />9.808, 9.810, 9.812, 9.814, 9.816, 9.818; repealing Sections 9.706(3),
<br />9.820, 9.822, 9.826, 9.828, 9.830, 9.832, 9.834, 9.836, 9.838, and 9.840--
<br />December 13 official report was distributed to Council.

<br />Mr. Chenkin, assistant planning director, indicated that some of the
<br />changes were not substantive, changed only to conform with state and
<br />federal codes. The substantive changes include allowing mobile home
<br />parks only in single-family residential districts; modifying applicable
<br />conditional use permit procedures from two-step to one-step process,
<br />allowance of six mobile homes per acre rather than than the existing ten
<br />mobile homes per acre, and a requirement that mobile homes would have to
<br />conform in age to the requirements set forth by the state. Mr. Chenkin
<br />indicated the code changes would allow mobile home subdivisions with a
<br />three-acre minimum. He added that neighborhood groups had been included
<br />in the process of developing these changes. A packet will be sent to
<br />Council with complete staff notes and minutes prior to hearing.
