He indicated the consultant work would cover the <br />entire metro area, and that it is recognized that even a national level <br />has to be taken into consideration. He said he felt it was crucial to get <br />started, and that throughout the process, all those concerned would be <br />kept informed to avoid any duplication. <br /> <br />Mr. Bradley asked how this study fits in with the 1990 Plan to which Mr. <br />Farah replied that they are very intricately related. He again reiterated <br />that there was a need to move ahead in a more definitive way to identify <br />effects of economy on the community. He said data collected will go be- <br />yond the data already gathered, and there was a need to expand discussions; <br />that the particular housing problems have not been addressed and he felt <br />that issue was very important. <br /> <br />Mrs. Smith asked what implications the funding of this project had for <br />next year's budget. Mr. Porter replied there were funds in the Planning <br />Department to carry the project throughout next year. <br /> <br />Mr. Keith Parks, EWEB, gave a strong endorsement to the consultant plan, <br />indicating the effect it would have for EWEB would allow them to place <br />their efforts and capital in the right places. <br /> <br />Mr. Obie expressed thanks to the staff for the proposal, but he in- <br />dicated concern whether the responsibility for economy and employment <br />should rest with the Planning Department; he felt perhaps another depart- 4It <br />ment should be set up to deal with this problem. He said he liked the . <br />direction of the proposal, but was concerned with the amount of money <br />being spent and perhaps more direction from the Council was necessary. <br /> <br />Mr. Lieuallen and Mr. Haws indicated their agreement with the major thrust <br />of the proposal. <br /> <br />Comm <br />1/19/77 <br />approve <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to authorize <br />execution of contract with Economic Consultants Oregon, <br />Ltd., for an economic base study. <br /> <br />Mr. Hamel indicated that at the county level, a group had been working <br />toward such a proposed study. The City <br />Manager then briefly reviewed the priority items which Council should <br />be considering: <br /> <br />A.
