<br />Public <br />Hearing <br /> <br />Public <br />Hearing <br /> <br />Public <br />Hearing <br /> <br />Discussion was held concerning the fact that the appeal would <br />have to be presented to the Assessment Panel prior to coming <br />before the Council for final action. <br /> <br />e <br /> <br />Councilman Haws asked if, in the appeals form from the applicant, <br />the reasons for the appeal had been set forth. Mr. Gene Haxton, <br />Building, indicated that an appeal action to the Council is done <br />simply by a letter to the Council and that the letter from Mr. <br />Poticha had set forth no reasons for the appeal. Mr. Haws indicated <br />that he would like to request the applicant to make a written state- <br />ment for the record indicating what issues were being considered for <br />this appeal and that he would like to see some appeal form used 1n <br />the future which would indicate reasons for an appeal request. <br /> <br />Councilman Williams requested that Staff or City Attorney be <br />present at the Assessment Panel hearing; and that the Assessment <br />Panel members be informed as to options and what issues they will be <br />dealing with. <br /> <br />Mr. Haws moved seconded by Mr. Hamel that the Assessment <br />Panel hearing for this appeal be set for Wednesday, <br />February 16, 1977 at 4:00 p.m. Motion carried unanimously. <br /> <br />V. Bertelsen Road Improvement--Royal to West 11th <br />Report and map distributed. Manager indicated it was necessary to <br />schedule a hearing <br /> <br />- <br /> <br />Mr. Haws moved seconded by Mr. Hamel that a hearing be <br />scheduled for February 28, 1977. Motion carried with <br />all members voting aye, except Mr. Obie abstaining. <br /> <br />VI. 30th & Hilyard Road Improvement--Intersection Widening <br />Report distributed. <br /> <br />Mr. Haws moved seconded by Mr. Hamel to schedule a <br />hearing for March 14, 1977. Motion carried unanimously. <br /> <br />Mr. Allen indicated to the Council that there is a very rigid <br />schedule in initiating improvement projects, and he would be <br />holding a work session with the Council prior to the public hearing <br />on the 30th and Hilyard road improvement, and that a tour of the <br />project would be in order for the Council. Manager indicated the <br />Bertelsen area will be toured February 9 before the Committee-of- <br />the-Whole meeting. <br /> <br />VII.
