Pedestrian right-of-way vacation: south from Bardell Avenue at <br />Stonegate Street (Lind1ey/SV 76-4) <br />Planning Commission recommended denial at November 8, 1976 meeting. <br />Manager indicated this property was located south from Bardell <br />Avenue at Stonegate Street between Tax Lots 1100 and 1200 and the <br />Planning Commission had recommended denial of the vacation of a <br />15-foot wide by 190-foot long unimproved pedestrian right-of-way. <br />Jim Saul, Planning Department said when the Bardell Estates Sub- <br />division was approved in 1962, two pedestrian easements were es- <br />tablished. Those easements were required to provide access from <br />the subdivision and the residential area to the north to the re- <br />gional park south of Bardell Estates. He indicated Alton Baker <br />Park has gradually been developed in this area with the most re- <br />cent improvement to be completed a canoeway which runs along the <br />rear of lots fronting on Bardell Avenue. He said the request had <br />been made by abutting property owners and that the Planning Com- <br />mission's decision had been predicated by: 1) easement had not <br />been improved; and 2) the Lane County Parks Department view that <br />this vacation would be premature. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to approve the Planning 4It <br />Commission's recommendation of denying the request for a right- <br />of-way vacation. Motion carried unanimously, with all Council <br />members present voting aye. <br /> <br />I-A-4 <br /> <br />E. Council consideration of eity Manager1s administrative order <br />RE: Alder Street traffic diverters--19th and 24th avenues <br />Manager indicated that in accordance with the traffic diverter <br />policy, Resolution No. 2414, he was recommending the adoption <br />of the proposals and recommendations of the Public Works Depart- <br />ment that the permanent traffic diverters be installed as out- <br />lined in their memo of December 30. As part of the administrative <br />order, the background report and statistical data prepared by <br />the Public Works Department, dated December 8, will comprise ad- <br />ditional findings in support of this decision. <br /> <br />Mr. Darrell Wilburn, Traffic Division, said the development of <br />temporary traffic diverters in this area had been made in connec- <br />tion with the South University Neighborhood Association. Hearings <br />held before SUNA indicated they would like to make the following <br />recommendations: through traffic on these two streets had been <br />significantly reduced by the traffic diverters; that the SUNA <br />was in favor of the diverters; and that there had been no indi- <br />cation that emergency vehicles in the area had been impeded. <br /> <br />Public Hearing was opened. <br /> <br />.. <br /> <br />'2/14/77--4 <br /> <br />8b <br />
