He said some of the property <br />is vacant, heavily wooded with large Douglas fir and mixed decid- <br />uous trees and serves as a buffer between differing home sites <br />and the EWEB reservoir. He said ~he slope of some of the property <br />varies from 20 to 50 percent and is in close proximity to Nob Hill <br />9th Addition open area designated as open space land in 1974. <br /> <br />e <br /> <br />Public hearing was opened. <br /> <br />Ray Lindberg, 3110 Emerald, president of the homeowners association <br />in the area and developer of the property, said he was speaking on <br />behalf of the 11th and 12th additions in the area. He said the <br />lots against the park are going up in assessed value and that, in <br />fact, this property would become public property as it cannot be <br />sold and cannot be fenced. He said this area was very much needed <br />as there was no other open space property located in that area. <br /> <br />Public hearing was closed, there being no further testimony <br />presented. <br /> <br />Resolution No. 2624--Authorizing official assessment of open space <br />land: 10th Addition Nob Hill Homes Association <br />(OS 76-2) was read by numoer and title. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to adopt the resolution. <br />Rollcall vote. Motor truck prohibitions on Royal (Highway 99 to Be1tline), Elmira <br />(Bertelsen to Maple), Bertelsen (Elmira to Royal), and Maple <br />(Elmira to Roosevelt) <br />Manager said this item had been carried over from the January 24 <br />Council meeting, at which time public testimony was taken. There <br />would be no public testimony at this time. He indicated Council <br />had taken a tour of the area and had been provided additional <br />information from the Traffic Division of the City. In the ad- <br />ditional information, several resolutions and options were pro- <br />vided for the Council. <br /> <br />Mr. Darrell Wilburn, Traffic Division, reviewed the background <br />material and indicated his staff's position was recommendation <br />of Option No. 3 for Council approval. Mr. Haws, in a recapitu- <br />lation of a testimony held at the January 24 eouncil meeting, <br />indicated the testimony heard supported two opposing viewpoints: <br />residents in the area complained of the noise, the unsafe con- <br />ditions created by trucks in the area, and the general impact <br />the trucking movement had in a negative effect on the area; <br />several industries in the area had testified to the effect that <br />the access was necessary to keep their costs down and to maintain <br />access to the various logging and industrial businesses. <br /> <br />Mr. Bradley said that he felt that additional testimony should <br />be presented at this meeting. <br /> <br />e <br /> <br />2/14/77--6 <br /> <br />8~ <br />
