<br />. <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />March 28, 1977 <br /> <br />Adjourned meeting--from March 14, 1977 of the Common Council of the City of <br />Eugene, Oregon, was called to order by President Eric Haws at 7:30 p.m. on March <br />28, 1977 in the Council Chamber with the following Council members present: <br />D. W. Hamel, Ray Bradley, Jack Delay, Scott lieuallen, and Betty Smith. <br />Councilmen Tom Williams and Brian Obie were absent. <br /> <br />I. PUBLIC HEARINGS <br /> <br />I-A-l A. liquor license Application <br /> <br />2111 West 11th, name undecided (RMB, new outlet), RIV Properties, Inc., <br />D. R. Radke, President. <br /> <br />Manager reviewed OLCC report. He noted that there were six non- <br />objectors and two non-committal property owners in the area. Staff <br />had no objections. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />. <br /> <br />Mr. Hamel moved, seconded by Ms. Smith to approve the liquor license <br />application and forward to the OlCC. Motion carried unanimously. <br /> <br />I-A-2 B. Proposed Code Provisions for Public Improvement Procedures <br />Recommended by Public Works Department <br /> <br />Manager noted the improvement notices being considered were a result of <br />the new charter which takes effect April 1. The two ordinances came from <br />the fine work of a special committee of the Council and the Public Works <br />Department, who had been working on the changes for several months. He <br />noted the new ordinances would replace the old charter, and that in <br />general the existing policy was being proposed. Amendments made to the <br />sections of the present City Code merely clarify present practice and do <br />not encompass any changes in policy. The assessment policies and procedures <br />are consistent with those now in use. The two proposed ordinances would <br />include: 1) provisions for repair, construction, or construction of <br />sidewalks; 2) process of assessing adjacent properties for street, alley, <br />storm and sanitary sewer improvements. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />There was no further discussion by Council.
