<br />Mr. Bradley arrived at the meeting. <br /> <br />. <br /> <br />Mr. Obie questioned the use of "civic center facility". <br />Manager indicated it was a consensus of terminology, that <br />the Committee did not want to use the word "auditorium", <br />but that it did want to direct money to a specific group out <br />of the room tax funds. Mr. Obie asked if it could not be <br />called a "cultural class convention center". It was noted in <br />discussion that it was the feeling of the Subcommittee that <br />the money should be allocated to a physical facility in the <br />Eugene area. <br /> <br />Mr. Delay asked if any effort had been made to notify groups <br />involved in room tax service funds. Mr. Haws requested that <br />staff send letters to each organization involved and that <br />good news media coverage be given for the public hearing to <br />be held. <br /> <br />- <br /> <br />Mr. Williams questioned why 50 percent of the funds had been <br />allocated for a civic facility and only 25 for each of the <br />other two categories. Mr. Haws replied that it was the <br />consensus of the Committee that some funds should be allocated <br />to some physical facility. Manager noted other reasons <br />included that historically and initially the money was slated <br />for facilities~ that more money lately had been put into the <br />cultural and recreational services, 30 to 40 percent; that <br />tourism promotion had been close to 25 percent; and it was felt <br />that there should be some concentration on development of a <br />cultural convention facility, as that was the original intent <br />of the use of the room tax funds. <br /> <br />Mr. Williams wondered if the SO percent allocation would be <br />spent over a two-year period, and if a feasible plan for the <br />other eighteen million to be raised was in order. Manager <br />replied no, plans had not been developed and the money would <br />be spent when the plans were made. Mr. Williams then asked <br />about the last time funds were appropriated by City Council <br />for money to provide for an organizer for planning for such a <br />facility. He asked if that money was usefully spent? Mr. <br />Long, City Attorney's office, replied that that effort was <br />still underway and had not come back to the City with any <br />specific proposal. He indicated his understanding of the <br />Room Tax Subcommittee meeting was that the Committee felt <br />it wanted to save some money to see what develops so that <br />it could be in a position to participate in the development <br />of such a facility. It was also his understanding the Commit- <br />tee felt that perhaps the City should take more of a leadership <br />role in making something happen in regard to developing a <br />fac i lity. <br /> <br />Mr. Delay moved, seconded by Mr. Lieuallen, that a <br />public hearing be scheduled Wednesday, April 6, 7:30 p.m., <br />in the Council Chamber. <br /> <br />4t <br /> <br />~'I <br /> <br />3/28/77 - 11 <br />
