<br />- <br /> <br />Mr. Delay noted a general concern over lack of control over <br />special service districts, and indicated that he felt it too <br />soon to make such a decision without knowing the changes and <br />what effects they would have. Mr. Lieuallen noted there were <br />two members on the LTD Board who were local citizens, that they <br />conduct their business in an open process, and that local citizens <br />have a great interest in the group. Therefore, he felt there was <br />great input from the local citizens. He did note that the tax <br />basis is a problem. <br /> <br />Mr. Williams moved, seconded by Mr. Obie, that the <br />City express to the County the feeling that the <br />Eugene City Council is clearly concerned with the <br />problem of the operation, governing, and taxation <br />of the LTD system currently being used, but that <br />the City Council did not feel it was appropriate <br />to make any other suggestions for change at this <br />time without further study. <br /> <br />Mr. Delay and Mr. Bradley both noted they felt the language <br />too strong in the motion, indicating sympathy with the Springfield <br />concerns over the lack of local control, but that they were not <br />necessarily dissatisfied with the LTD current operation, but had <br />general concern with the formation of the special service districts. <br /> <br />e <br /> <br />Vote was taken on the motion with Williams, and <br />Obie, voting yes, Haws, Delay, Bradley, and <br />Lieuallen voting no. Motion did not carry. <br /> <br />Mr. Bradley moved that in theory, it was the <br />consensus of the Eugene City Council that the <br />formation of a governing authority for a special <br />service district be appointed by the Governor, <br />and should be carefully studied and examined. <br />Motion died for lack of a second. <br /> <br />Mr. Obie moved, seconded by Mr. Williams, to <br />adopt the position taken by Springfield City <br />Council. Motion did not carry with Bradley, <br />Delay, Lieuallen, and Haws voting no, Williams <br />and Obie voting yes. <br /> <br />Assistant Manager noted that perhaps Council should direct staff to <br />appear before the County Commissioners with a statement including <br />the following items: 1) there was a diversity of opinion among the <br />City Council; 2) the City Council was interested in exploring a <br />more responsive form of dealing with the problems; 3) there were no <br />concrete proposals before the City Council; and 4) that the City <br />Council was divided in its support of the Springfield proposal. <br />Mr. Martin was requested to appear before the County Commissioners <br />expressing those opinions. <br /> <br />e <br /> <br />~'5 <br /> <br />3/28/77 - IS <br />
