He said the new charter will <br />provlde more flexibility as well. <br /> <br />Mr. Bradley did not feel that the applicants received enough time <br />to be heard, or to present their slides or their witnesses M <br />d h' . anager <br />n?te t at many ZOnlng cases allow only five minutes per side. Ten <br />mlnutes was allowed for the applicants on this matter, so the <br />Manager felt they had at least an average time for presentation. <br /> <br />Mr. Bradley moved to schedule a rehearing. Motion <br />died for a lack of a second. <br /> <br />Discussion of Neighborhood Organization Policy and Application <br />of Far West Neighbors for Charater Approval--City Attorney's <br />opinion on requirements for charter approval of neighborhood <br />organizations, as well as memo from neighborhood liaisons on <br />the Farwest Neighborhood Association proposed charter, have been <br />distributed to Council members. The proposed changes to the <br />Farwest charter would bring the charter within the guidelines <br />of the neighborhood organization policy. Section 1 would be <br />restated to say that participation would be open to any <br />property owner or tenant within the association boundary. <br />Section 2 would state that voting membership would be open <br />to all natural persons 18 years of age or over residing within <br />or owning property within the association boundaries. Section <br />3 would say that, to vote, a member must have attended a general <br />membership meeting in the previous year and must have entered <br />his name on the rolls. Membership would cease immediately if <br />the requirement were no longer fulfilled. <br /> <br />Sara Moriguchi, Farwest Neighborhood Association, felt the <br />changes to be perfectly satisfactory. <br /> <br />Mr. Lieuallen suggested a change in Section 3 from "must have <br />attended a general membership meeting in the previous year" to <br />"must have attended a general membership meeting within a year". <br /> <br />Mr. Lieuallen moved, seconded by Mr.-Delay, to approve <br />the charter with the editorial change. Motion carried <br />unanimously. <br /> <br />Mr. Hamel moved, seconded by Ms. Smith that items A, one through <br />nine; and B, one through ten be approved, affirmed, and filed as <br />noted.
