<br />Mr. Hamel moved, seconded by Mr. Lieuallen, to adopt the resolution. <br /> <br />e <br /> <br />Ms. Smith moved to amend the original motion to include the recommen- <br />dation in Section 3.2, stated by Mr. Douglass. Motion died for lack <br />of a second. <br /> <br />Mr. Bradley moved that the word "ordinar;'ly" be deleted from Section <br />2.2.1. Motion died for lack of a second. <br /> <br />Mr. Bradley moved that Section 2.2 read "only criteria for extension <br />outside the urban services boundary would be if there were a <br />communicable disease". Motion~ died for a lack of a second. <br /> <br />- <br /> <br />Mr. Lieuallen felt the issues involved in the revised City water policy <br />were containment and control of population growth in the area, and City <br />control over the standards of that growth. There were occasions requiring <br />the need for safety valves and flexibility to meet the changes in unexpected <br />situations which would arise. He felt the words which Mr. Bradley objected <br />to were necessary for that safety valve effect and flexibility. He said <br />the policy speaks to the containment and control, and he was in favor of <br />adopting it. <br /> <br />Mr. Bradley said he felt the policy to be the most liberal one for allowing <br />urban growth. He noted in his opinion there were three different tools <br />for urban growth: 1) an infilling process within the corporate boundaries; <br />2) annexation; and 3) use of this water policy vehicle which provides for growth <br />without annexation. He said there was a need for the Council to decide <br />how it wants to handle growth through annexation and said he saw a danger <br />in taking the third step of opening up the possibility of providing for <br />growth without annexation. Mr. Delay shared Mr. Bradley's concerns <br />regarding the lack of control of growth, but he felt an interim policy was <br />necessary and the present one would be the best route available, being <br />most practical and pragmatic, and that he was in favor of the revised <br />water pol icy. <br /> <br />Mr. Bradley noted another concern regarding the drought situation in the <br />Pacific Northwest and yet the Council was considering adopting a policy <br />that would take away water from the residents of the City of Eugene <br />who were subsidizing the water and would extend it to people outside the <br />area. Mr. Lieuallen said it was his understanding that water could be <br />provided outside Eugene only if there were an ample supply for the citizens <br />within the area, and that that contingency would be handled in the policy. <br />Mr. Long noted EWEB had not said that the water supply was in any danger. <br />He noted also that the City has a present policy and set of practices <br />that it has,used over a number of years that do not include safeguards <br />included in the revised policy. <br /> <br />Vote was taken on the motion, which carried unanimously. <br /> <br />1-8-2 D. Request for taxi rate increase: Dial-A-Cab Company <br /> <br />Manager said staff was recommending an increase from $6 to $8 an hour for <br />waiting time but was not recommending a traffic delay charge.
