<br />Public hearing was opened. <br /> <br />Mike Farthing, attorney at 975 Oak Street, spoke as a representative <br />of the owners of the parcels of land. No. 2653--Forwarding to Boundary Commission recommedation for <br />annexation of property located south of Judkins Road, <br />west of Henderson Street was read by number and title. <br /> <br />Mr. Haws moved, seconded by Mr. Obie, to adopt the resolution. <br />Rollcall vote. Motion carried unanimously, with all Council <br />members present voting aye, and Mr. Hamel abstaining. <br /> <br />G. Appeal of Denial of Commercial Solicitor's License (Jeffrey Park Stompro) <br />Manager noted that the denial of appeal was requested by Jeffrey Park <br />Stompro. He said the application had been reviewed by the Police <br />Department and found the applicant had failed to supply necessary <br />information, which constituted grounds for denial of the license. He <br />said Council had not been sent additional information because of the <br />concern of the civil rights and liability exposure. <br /> <br />Public hearing was opened. <br /> <br />Jeffrey Stompro noted he had applied for a license to sell fire ~ <br />extinguishers in the community. He had a past criminal history and <br />had asked for the Police Department to check with the officials in <br />California as he could not remember all the arrests in that state. He <br />had been told the license would be approved and then the next day some <br />other charges came in and he found the license had been denied. He <br />had asked to speak to the Chief of Police and was never given that <br />opportuni ty. He di d not deny hi s .pas t crimi na 1 record whi ch occurred <br />between 1973 and 1975. He noted to Council that while he was in the <br />rehabilitation center in California he had fought forest fires, was <br />accepted in a fire fighters' school, spent six months under the <br />California State Department of Education in an extensive course, <br />had a certificate of achievement as a certified fire pump fighter and <br />pumper operator, and had completed over 1,000 hours in the course. He <br />noted his record had occurred seven years prior, and ever since he had <br />been out he had only one charge, that being a D.U.I.L.
