<br />Res. No. 2650--1976 Annual Review and amendment re: Eugene Master <br />Bikeway Plan was read by number and title. <br /> <br />. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to adopt the resolution. <br /> <br />Mr. Lieuallen noted confusion regarding the Summit Drive amended <br />bikeway plan in regard to the street improvement, asking how it <br />would be resolved. Don Allen, Director of Public Works, said <br />it would be brought before the City Council and asked for a deter- <br />mination for improvement of the street. If Council approved, <br />Public Works would incorporate the bike path within that street <br />improvement. <br /> <br />Rollcall vote was taken on the motion which carried unanimously. <br /> <br />I-A-4 <br /> <br />C. Orchard and Walnut, Franklin and Fairmount: Change of traffic from <br />One-Way to Two-Way--Recommended by Planning Commission January 24, 1977 <br />Manager said the street di recti on change had ori gi nated wi th <br />the neighborhood organization and property owners along the streets. <br />It had been unanimously recommended by the Planning Commission at <br />its January 24 meeting, and had been described in notes and maps <br />distributed to Council. <br /> <br />Darrell Wilburn, Acting Traffic Engineer, noted reasons for the <br />particular design and the change from one-way to two-way on these <br />streets. It had come as a result of many requests received <br />by the Traffic Division and by a request from the Fairmount Neighborhood .'. <br />group. A contact of the affected property owners in the area indi- <br />cated 55 percent were in favor of the change, and 27 percent opposed. <br />He noted City staff saw no valid objection, with more than half of <br />the property owners wanting the change, and recommended approval. <br /> <br />Public hearing was opened. <br /> <br />A written protest from Mr. and Mrs. O.J. Fogelquist, 1846 Orchard <br />Street was entered into the record. Tommy Williams, 2086 East 15th <br />Avenue, spoke as a representative of the neighborhood organization, <br />indicating that a letter had been mailed to the City Council with <br />70 signatures approving the change, and only two people opposing. <br /> <br />Public hearing was closed, there being no further testimony <br />presented. <br /> <br />Res. No~ 2651--Establishing that Orchard Street and Walnut Street <br />between Franklin Boulevard and Fairmount Boulevard be <br />changed from one-way southbound and one-way northbound <br />to two-way was read by number and title. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to adopt the resolution. <br />Rollcall vote.
