Mr. Bradley again reiterated his concern about the <br />process and where the Eugene City Council fits in, what role <br />it plays in regard to the decisions and the processes in <br />attaining recertification. <br /> <br />. <br /> <br />It was understood that staff would respond to Mr. <br />Bradley's questions and concerns. <br /> <br />Liquor Licenses <br />A. Locker Room Tavern, 211 Washington Street (RMB, change of owner- <br />ship) Howard H. Keller <br />B. O'Callahan's Restaurant, Inc., 440 Coburg Road (DA, change of <br />ownership) David H. Swartout <br /> <br />Mr. Haws moved seconded by Mr. Hamel to approve the <br />liquor licenses for Locker Room Tavern and O'Callahan's <br />Restaurant, Inc. Motion carried unanimously. <br /> <br />III. Denial of Commercial Solicitor's License (Jeffrey Park Stompo) <br /> <br />Mr. Haws moved seconded by Mr. Hamel to schedule public <br />hearing April 11, 1977. Motion carried with all members <br />present voting aye except Mr. Obie voting no. <br /> <br />IV. Request to exercise option at 510 River Avenue at treatment plant <br />site <br /> <br />. <br /> <br />Don Allen, Public Works Department, noted that the Council had <br />taken no tour of the area but he had prepared photos which were <br />passed among Council members. He said the City had attempted to buy <br />the property for many years and now the property was on the market, <br />the city surrounded the property on three sides, it would be appro- <br />priate to buy the property on the open market and therefore staff <br />was not recommending condemnation procedures. He noted the asking <br />price was high but reasonable considering the open-market value. He <br />said the best use of the property would be industrial, although it <br />was not so zoned at this time. He said a 30-day option for $19,000 <br />had been signed and there would be an opportunity for the City to <br />recoup some of the expenses in regard to the development of the <br />metro-sewer area. <br /> <br />Mr. Haws moved seconded by Mr. Hamel that the City ex- <br />ercise the option in purchase of the property. Motion <br />carried unanimously. <br /> <br />V. Fluoride Issue--Ms. Smith noted two major concerns: 1) there was <br />a need to do everything possible to get the City and school budgets <br />passed June 28, and felt there could be a negative vote on the City <br />budget if the fluoride issue were not put on that ballot; and 2) a <br />concern for an obligation to the citizens who had worked so hard <br />to petition that this issue be put on a ballot. <br /> <br />- <br /> <br />Ms. Smith moved seconded by Mr. Hamel to put the fluoride <br />issue on the ballot June 28. <br /> <br />303 <br /> <br />4/11/77 - 24 <br />
