<br />e <br /> <br />Ms. Smith questioned the development of the Park Hills PUD and <br />whether this would provide an opportunity for Mr. Endicott to de- <br />velop his property. Gary Chenkin said the Park Hills PUD would come <br />before the Council in June and was located south of the requested <br />minor partition property. He said Mr. Endicott could tie into that <br />development at that time and there would be no problem. <br /> <br />Mr. Hamel moved, seconded by Mr. Williams, to deny the appeal. <br /> <br />Mr. Obie mentioned he was in favor of the motion and that he had <br />had experience as an individual in using this street and he felt <br />it was a major problem. <br /> <br />Mr. Bradley requested that the Endicott matter be considered with the <br />Park Hills PUD. Mr. Chenkin replied it might cloud the Park Hills PUD <br />issue, but would suggest that in the Planning Commission's consideration <br />of that development, access to Mr. Endicott's property be considered <br />at that time. He said that the minor partition would be Mr. Endicott's <br />responsibility and the staff would rather not have it tied into the <br />Park Hills PUD. Mr. Bradley questioned whether providing access <br />through the Park Hills PUD would still retain the unique character- <br />istics of the neighborhood, to which Mr. Chenkin replied yes. <br /> <br />Vote was taken on the motion, which carried unanimously with <br />all Council members present voting aye. <br /> <br />~A-'3 <br /> <br />H. Room Tax Ordinance and Resolution <br />Manager reviewed the Room Tax Ordinance, noting that it had already <br />been considered by City Council at its recent Committee-of-the-Whole <br />meeting and that a hearing had been held April 6 with public testi- <br />mony taken. The resolution and ordinance were before Council tonight <br />as a result of the efforts of the Room Tax Subcommittee. The ordinance <br />would determine the overall purpose of the Committee, would create a <br />subcommittee of the City's Budget Committee to allocate future room <br />tax funds, and perform the functions for allocations for the 1977-78 <br />budget. The resolution dealt with the long-range goals and that had <br />been well publicized. He said it would allocate 50 percent of room tax <br />funds for facilities, 25 percent for tourism, and 25 percent for <br />recreational and cultural services. <br /> <br />Public hearing was opened. <br /> <br />James W. Kays, 2085 Sunrise Boulevard, spoke as a representative <br />of the Lane County Auditorium Association. The group had been con- <br />cerned about the development of some type of facility for cultural and <br />artistic presentations in the area, and had wanted to discuss the <br />matter with Council. He felt the emergency clause should be included <br />so that funds would be immediately available, and asked Council to <br />give serious consideration for its immediate implementation. <br /> <br />e <br /> <br />Ron Kirtland, 252 Valley River Center, spoke as a representative <br />of the Emerald Empire Convention Association.
