Planning Commission Staff Notes and minutes <br />of March 8, 1977 were received as part of the record. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />C.B. 1461--Rezoning from RA to RA-SR with site review procedures <br />property located on East Amazon Parkway, south of 41st <br />Avenue was read by council bill number and title only, <br />there being no Council member present requesting that <br />it be read in full. <br /> <br />Mr. Hamel moved, seconded by Mr. Williams, that findings <br />supporting the rezoning as set out in Planning Commission <br />Staff Notes and minutes of March 8, 1977 be adopted by ref- <br />erence thereto; that the bill be read the second time by <br />council bill number only, with unanimous consent of the <br />Council; and that enactment be considered at this time. <br /> <br />e <br /> <br />Mr. Obie questioned whether staff had considered what a cluster <br />subdivision would look like on such a small piece of property. <br />Mr. Chenkin replied that staff felt it would be better to have <br />a cluster subdivision than having it strung out. He noted <br />the development would occur only on the lower portion of the <br />property, and that was one reason why the cluster subdivision <br />could be developed there. Mr. Obie questioned how many units <br />would be developed, to which Mr. Chenkin replied the maximum <br />could be seven, but in reality, four to five. Mr. Obie questioned <br />the appropriateness of the cluster division on this kind of prop- <br />erty, asking whether the citizens of the community would really <br />want to see this kind of cluster subdivision in that part of <br />Eugene. Mr. Bradley replied that it seemed to be consistent with <br />the compact urban growth policy, and there was no other choice <br />than to use this land as a cluster subdivision. <br /> <br />Vote was taken on the motion, which carried unanimously. The <br />bill was read the second time by council bill number only. <br /> <br />Mr. Hamel moved, seconded by Mr. Williams, that the bill be <br />approved and given final passage. Rollcall vote. All Council <br />members present voting aye, the bill was declared passed and <br />numbe red 17968. <br /> <br />1-/\-7 <br /> <br />- <br /> <br />E. Annexation: Located east of Coburg Road directly south of Belt- <br />line Road (Breeden Bros.) (A 77-2) <br />Manager noted the recommendation had come from the Planning Com- <br />mission's meeting of February 21, 1977, with a 4:2 vote to rec- <br />comend the annexation. Jim Croteau, Planning Department, said <br />the area to be annexed consisted of two parcels of approximately <br />16 acres. The surrounding land uses included a school, vacant <br />land in the county, a nursing home, and one single-family resi- <br />dence.
