<br />VII. <br /> <br />Com 4/27/77 <br />Approve <br /> <br />Assistant Manager noted that the Council should keep in mind the <br />separation of financing from servicing. He said in regard to <br />financing, the cities would bear the initial cost but the unin- <br />corporated areas would buy in when they needed the service. He <br />note~ that the expansion of County services had never been en- <br />gaged in, but that they would have a direct impact on the city. <br /> <br />Mr. Hamel questioned whether the decisions made regarding annex- <br />ation in the River Road and Santa Clara areas would be made by <br />Lane County or whether the people would make the decisions them- <br />. selves. Manager noted that the Wastewater Management Commission <br />has to recommend to the County the decision to determine the <br />financing boundary but the service boundary would be the entire <br />metropolitan area. He said to follow the historical p~ocedures <br />of the city and to have some control over future ,annexation, it <br />needs this policy. He also noted that the Council needed to <br />realize that if it is a metropolitan area financing district and <br />is voted in, then that means these people will be entitled to <br />receive sewer service and annexation for large areas within the <br />urban service boundary would be very doubtful because they would <br />then have the sewer service they needed. <br /> <br />Mr. Hamel moved seconded by Ms. Smith to conceptually <br />approve the sewer service and annexation position paper. <br />Motion carried unanimously. <br /> <br />Presentation of Master and Satellite Fire Service Proposal for <br />Concept Approval--Memo distributed to Council. Chief Ev Hall, Fire <br />Department explained that in order to provide an acceptable level <br />of service to all areas of the city at less expense than would be <br />incurred by traditional methods, the Fire Department is proposing <br />a system of master and satellite stations. He said this would <br />somewhat minimize increases of future Fire Department costs, yet <br />provide an acceptable level of fire suppression protection to the <br />community. The plan has the advantage of reducing the number of <br />personnel needed for response to certain alarms, using comparative- <br />ly low-cost fire equipment and giving quicker initial response to <br />portions of the community where the present response time is inade- <br />quate. The adoption of this concept would improve the proficiency <br />of the Department and provide greater safety to the community and <br />firefighters. <br /> <br />Jerry Runyon, with the use of several charts, explained the site <br />locations, service station, and response time to calls in fire de- <br />mand zones affected by the new plan. He said this new concept <br />would result in increased protection and give services to an ex- <br />panded area of the community. Chief Hall said he was asking for <br />endorsement of the concept so the Department could proceed with <br />purchasing land for the additional sites, noting the money was <br />provided by Revenue Sharing funds. He said there had been identi- <br />fication of two fiscal years that did not have to come in consecu- <br />tive order but the identified plan had to be implemented in its <br />sequence and not in a piecemeal order. He explained the phases of <br />conversion and identified problem areas such as Fox Hollow and <br />Amazon, noting those would have to proceed as growth dictates. <br /> <br />313 <br /> <br />5/9/77 -- 18 <br /> <br />. <br /> <br />- <br /> <br />. <br />
