<br />-- <br /> <br />Mr. Lieuallen expressed two basic conflicting policies: 1) the <br />City had encouraged higher-density development close to the down~ <br />town area; 2) the concern with preserving the view and historical <br />value of Skinner's Butte area. He said he did not feel it would <br />be a good idea to use the power of the City to deal with a proper- <br />ty owner and not allow him to develop if he had complied to the <br />City codes and regulations. He questioned whether the height <br />limitation was going to retain and preserve the view of the Butte. <br />He hoped that the development would be compatible with the area so <br />that the policy of encouraging higher density development close to <br />the downtown core area could be accomplished. <br /> <br />Mr. Hamel expressed the same concern as Mr. Lieuallen, noting <br />that the goals were for higher density development in the core <br />area and this development complied with those goals. He also <br />stated he did not want to see money used for a park in that area <br />where one already existed, when there was a need for parks on the <br />other side of the river. <br /> <br />- <br /> <br />Mr. Delay said if the development were going to damage the view, he <br />would be willing to take dramatic action, but he said perhaps it <br />would not be that much of a problem. He noted a concern for a need <br />for site review of this development and a need for more information <br />as to what the worst conditions could be once the development were <br />done. Mr. Bradley noted the problem with the armory and asked if <br />perhaps fast action should be taken by the Council, with something <br />done in regard to rezoning with site review so that Council could <br />take action Monday night to protect the area. Assistant Manager <br />replied it would be best for Council to tour the area next week, <br />with staff providing answers to the concerns expressed. <br /> <br />Mr. Obie moved, seconded by Mr. Williams to adjourn <br />the meeting. Motion carried, with all members present <br />voting aye except Bradley and Delay voting no. <br /> <br />Quasi-Judicial Hearings scheduled May 9, 1977: Rezonings from April 5, <br />1977 Planning Commission meeting: <br /> <br />1. <br /> <br />Located west from Rutledge to Beltline Road, south of Wood Avenue <br />and Hilton Drive (Ogle) (Z 77-10), from AG and RA to R-I <br /> <br />2. <br /> <br />Located northwest of Best Lane, south of Beltline (Summers) <br />(Z 77-11), from AG to R-I <br /> <br />3. <br /> <br />Located west of the intersection of 4th Street and Pearl (Barnes) <br />(Z 77-12) from M-2 to RP <br /> <br />4. <br /> <br />Located on the east side of Willamette Street between 29th Place <br />and 30th Avenue (Frosland/Mortenson Investments)(Z 77-13), from <br />R-l to RG-SR. <br /> <br />. <br />I-B-3 <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, that April 27 items <br />one through eight and May 2 items one through ten be approved, <br />affirmed, and filed as noted.
