<br />at this time. Mr. Haws reported feeling uncomfortable about <br />pouring money into the hotel with the possibility of not getting <br />it back. Mr. Kupper replied there was no guarantee that the City <br />could recoup its money. Stan Long, City Attorney's office, said <br />that the City did not seek a security position when it entered <br />into its original contract, but did so more in the nature of <br />agreement or partnership. It was noted the City had already <br />invested approximately $138,000 in the Palace Hotel. <br /> <br />-- <br /> <br />Mr. Delay said the City had already made a big investment in the <br />Palace Hotel and he would like to see some way of allowing that <br />project to continue. Mr. Obie noted the JHC was as concerned <br />about the money going down the drain as the City Council. The <br />Committee expressed a definite interest in seeing a positive move <br />forward with the project or positively saying it had gone far <br />enough. This was the reason the decision had been made for the <br />120-day interim period. He said as an individual he did not think <br />the problem would be solved in 120 days, but that both the staff <br />and Committee had strong desires to try to make it work. <br /> <br />John Porter, Planning Director, noted a particular benefit to <br />the City in that funding would open up low-income housing to <br />people for an additional four months, housing for people who <br />possibly could not afford it any other way. <br /> <br />Mr. Haws moved, seconded by Mr. Hamel, to authorize and ap- <br />prove the expenditure of $9,000. Motion carried unanimously. <br /> <br />e <br /> <br />Mayor Keller mentioned that in the attempts by the JHC to make <br />the Palace Hotel more attractive, there were many fine organi- <br />zations who would be interested and happy to help supply some <br />of the items that might be needed. <br /> <br />Com 5/18/77 <br />File <br /> <br />VI. Other Items <br />A. Outstanding Performance by Fire Department-~anager mentioned <br />memo distributed to Council, noting some months ago the Council <br />had visited the Fire Department garages where Fire Department <br />personnel had completed the design and development of a tanker <br />truck, using "light water" in the suppression and extinguising <br />of fires, designed particularly to handle gas and oil fires. <br />He noted the City Fire Department had a fine example last Friday <br />evening on the Delta Highway where this particular tanker, with <br />the help of several other pieces of equipment and personnel, was <br />able to control a large tank truck and trailer fire in 53 minutes. <br />He said this would not have been possible without the use of the <br />light water equipment, and complimented Fire Department personnel. <br /> <br />Com 5/18/77 <br />File <br /> <br />B. Audit Certification--Sherm Flogstad, Finance Administration, re- <br />ported to Council the City had recently received a supplemental <br />certificate of conformance audit given by the Municipal Finance <br />Officers' Association. He said the MFOA had viewed many audits <br />in 16 states, and had conferred such certificates on 250 cities <br />of which Eugene was one.
