W. Hamel, Jack Delay, Scott <br /> Lieuallen, I:3rian Obie, and l3etty Smith. <br /> I. Items from Mayor and Council <br /> A. Request for speed-reading course--Mr. Delay requested staff look into <br /> the possibility of a speed-reading course for Council members. <br /> 1:3. Second reading of Council bills--Ivlr. Delay noted Council might want <br /> to reconsider the new ~y-Laws in regard to changing the second reading <br /> for an ordinance to De held at least one week after first reading. <br /> As he understood it, the new l:3y-Laws would allow a second reading to <br /> occur before 40 hours had lapsed. He felt it necessary Councilors <br /> have time to gather more information and stUdy issues further before <br /> a second reading was held. tvlanager rep 1 i ed it may be in the Charter <br /> that a second reading would require a full-week interval. He said even <br /> so, the Change snould be put in the ordinance. Mr. Uelay requested <br /> staff to research dnd report back to Council. <br /> - C. Tri-Agency U09 Control Authority--Mr. ~radley reported on a meeting <br /> held June 14. He said three potential pound sites were oeing looked <br /> at, one in Eugene, one in Springfield, and one owned by Lane County. <br /> The group is still trying to determine which site would be most fea- <br /> siDle. He also reported the Agency had contracted with Lane County <br /> Humane Society for a another six months service. A third item dis- <br /> cussed regaroed tne passage of budget revenues for a spay-neuter <br /> clinic. rle noted Eugene had in its oudget request alloted funds for <br /> such a clinic, and that Lane County will De adopting budget monies <br /> for the clinic. However, Springfield is not going to be allocating <br /> the funds necessary. Tnis could create some administrative prOblems. <br /> u. Request for transfer of CETA funds--Resolution distributed to Council. <br /> JVlanager noted this request was a transfer for .'li2,UUU and was coming <br /> before Council at this time because the CETA people will be available <br /> to start work Monday, June lU. The program will involve nome repairs <br /> and the money is needed to provide materials for them.
