.~
the public hearing by the Lane County Commissioners. Ms. Smith sai d
Council should perhaps consider it would be setting a bad precedent by
not taking a position. Mr. Lieuallen suggested perhaps-a letter could .
be written to the Commissioners saying Council had been looked at the
report and had found no reason for opposition.
fvlr. Bradley said the Council owed a responsibility to the citizens to
take a position, thus showing leadership by the Coun~il for the citizens
in the community, since the redistricting would affect the residents of
the city.
Mr. Hamel wondered if Council shoul d be acti ng as a city council on
its own behalf or for the citizens of Eugene. He noted there would be
a pub 1 i c heari ng for the ci ti zens to respond to the Lane County Commi s-
sioners. He did not think he should take a position for the people in
his ward, but that the people in the areas should get in touch with
thei r respecti ve Ci ty Council members or go to the heari ng before the
Lane County Commissioners. He expressed a desire to assist his con-
stituants in any way.
IVlanager sai done mai n reason for bri ngi ng the matter to the Ci ty Council
was to make it aware of the problems, what was happening, and to explore
possibilities of a better solution and perhaps promote that solution. He
said, also, City Council members should be in a position to answer ques-
tions by constituants. He also felt the Council should have on record
that the matter had been reviewed and no better solution had been found.
Mr. Delay felt the Council should express its position, saying the
matter had been reviewed and nothing wrong had been found with it. He .
noteo that if some time in the future something were found to be wrong,
then Council might question whether it had the right to address those
issues.
IVlr. I1radley expressed the feeling that this was a very sensitive issue
and possibly some members of the public might want to address the City
Council at a public hearing on a Honday evening. He said it might be
well for Council to postpone any action and wait for citizen input.
He continued that citizens might prefer to be located in a different
manner other than what had been proposed. He said it affects the
citizens within the corporate area of Eugene and he had not heard from
any citi zens, noti ng that some mi ght want to gi ve Council input.
jvlr. De 1 ay noted d pub 1 i c hea ri ng had already been held, there had been
various reports in the newspaper, and the redistricting plan had been
widely publicized in the community. He said very few people had shown
up at the public hearing except those testifying in agreement. He
could see no reason for any more postponement, noting the County
Commissioners as a courtesy to the City Council had already postponed
action to allow Council a chance to review the matter.
Mr. Williams expressed the opinion that it would be a disservice to the
ci t i zens of the communi ty to ask them to come before the Eugene Ci ty
Council for another hearing, noting the place for them to take their
concerns would be before the Lane County Commissioners. .
6/15/77 - 4
t:f&~
