Mr. Long replied the issue was a <br /> judgmental question. He said the most appropriate question in- <br /> volved whether money had been appropriated. The only other test <br /> was whether or not the meeting was for a public purpose, which was <br /> another judgmental issue. <br /> Mr. Lieuallen said if these were issues, the City Council was going <br /> to be dealing with in the future, and alternatives might be offered, <br /> he felt it was worth Mr. Delay attending. <br /> Manager said if City Council felt such a conference were worthwhile, <br /> then Council members should be allowed to attend if it is within <br /> the budget, which this was. He said Council members should be <br /> allowed to attend conferences which would benefit them in performing <br /> thei r jobs. <br /> Mr. Hamel moved, seconded by Mr. Bradley, to approve Mr. Delay's <br /> attendance. Motion carried, with all Council members present <br /> voting aye, except Williams and Obie voting no. <br />B.
