<br /> .. <br /> . <br /> He said if Council expected goals to be set by October 31 and then an e <br /> evaluation to take place a year later, Council should remember the City <br /> Code required a Human Rights Council annual report, which would probably <br /> occur before that time. <br /> Mr.. Obie felt the commissions should be able to set some type of goals <br /> for themselves in a three-month time frame. If not. then he felt <br /> Council shoul d question how effective the commi ssi ons were. <br /> Mr. Williams left the meeting. <br /> Mr. Lieuallen said if the commissions had trouble setting goals within <br /> that time frame, it may say something about the structure of the com- <br /> missions. However. he continued, there was still a need in the community <br /> for commissions and the work that they should be doing; this need should <br /> not be tied to the problem of the structure of the commissions. Mr. Obie <br /> felt if the commissions could not set their goals, it reflected on the <br /> dedication and commitment of the commission members. He noted the turn- <br /> over in commission membership and staff. saying this was something that <br /> needed to be looked at. <br /> Mr. Clement expressed concern in regard to recommendation No.1, as to <br /> the staff spending four hours a day to work on one commission. He noted <br /> 50 percent of his time was spent on two commissions and the other 50 <br /> percent 'on other duties. Assistant Manager noted when the third human <br /> rights specialist position was created, staff had recommended to Council <br /> 50 to 60 percent of staff time would be devoted to other activities. e <br /> Mayor Keller said he assumed all the work done was commission work and <br /> it was not the intent of the recommendation to restrict that work. <br /> .Vote was taken on the motion which carried unanimously. <br /> Quasi-Judicial Hearings Scheduled July 11, 1977 <br /> 1.
