key element to enjoying a high <br />quality of life and creating a vibrant <br />economy is a well-functioning <br />public safety system. The loss of federal timber <br />revenue has disproportionally impacted public <br />safety services within Lane County. Lane County <br />has less than adequate jail and police patrol <br />capacities. The Lane County Sheriff's Office <br />is barely able to provide 24-7 patrol coverage, <br />resulting in increases in property crime and <br />traffic fatalities. The lack of adequate funding <br />to support mental health programs has <br />directly impacted the work of our local law <br />enforcements officers, who now need to spend <br />more time responding to mental health crises, <br />instead of addressing personal or property <br />crimes. We seek federal assistance to increase <br />funding available for mental health services. <br />Federal revenue, particularly from the Bureau <br />of Land Management's 0&C forests of western <br />Oregon, historically provided revenue that was <br />allocated from the County's general fund for <br />public safety services. Throughout the 1990's, <br />and into the first decade of the 2000's, Lane <br />County could depend on the 0&C forests to <br />produce approximately $14 million in general <br />fund revenue. With a return to actual harvest <br />receipts in 2016, Lane County's general fund is <br />anticipating just $1.5 million from these lands. <br />The Lane County Sheriff's Office estimates it <br />needs $7.5 million annually to adequately fund <br />patrol services. Over the past few years, federal <br />support for the criminal justice assistance <br />grant programs through the Department of <br />Justice has been decreased by 43 percent. <br />Some programs have been eliminated; others <br />have taken deep cuts. <br />Lane County communities also face significant <br />vulnerability from the prospect of a significant <br />seismic event. The construction of an <br />earthquake early warning system can provide <br />vital minutes of advance warning that allows <br />for the rapid evacuation of high-risk structures, <br />low-lying territories at risk of tsunami, and the <br />protection of safety -sensitive infrastructure, <br />including bridge lifts and freight rail. <br />
