The Governing Board now provides leadership for the HOME Consortium including review and <br />approval of the annual HOME allocation, review of the Request for Proposals, and final decisions <br />for use of HOME funds for development projects based on the decisions of the Evaluation <br />Committee and respective City Councils. This is the second year that Eugene and Springfield are <br />following the new evaluation process established in the HOME IGA for awarding HOME funds. <br />2017 Affordable Housing Request for Proposals Process <br />Through the 2017 Affordable Housing RFP, $1,347,386 in HOME funds were made available for <br />projects in Eugene that addressed the needs of very -low income persons and special needs <br />populations. In addition, applicants could request Eugene System Development Charge <br />exemptions. Allowed proposals included acquisition -rehabilitation and new construction projects, <br />however the RFP prioritized proposals that would add units to the housing supply. <br />Three proposals were received in Eugene including one acquisition -rehabilitation proposal for 12 <br />units and two new construction proposals totaling 72 units. No proposals were received for <br />projects located in Springfield this year. Collectively, the projects requests total $1,887,724. As a <br />result, there are only sufficient funds for two projects. Please refer to Attachment B for a map of <br />the three proposed developments in Eugene. <br />The proposals were reviewed by staff and by an Evaluation Committee according to the following <br />criteria: 1) project concept and design, 2) site feasibility, 3) targeted population and services, 4) <br />cost -benefit, 5) financial feasibility, and 6) organizational experience and performance. In the new <br />evaluation process established in the HOME IGA, the Evaluation Committee makes a <br />recommendation to the applicable City Council and the Governing Board. Four Evaluation <br />Committee members scored and ranked all the proposals: City of Eugene Councilor Chris Pryor; <br />City of Springfield Councilor Sean VanGordon; Isabelle Matthews, who is a representative of the <br />Springfield Community Development Advisory Committee; and Leah Callahan, a real estate analyst <br />at Columbia Bank. <br />In addition, staff worked with the three Eugene neighborhood associations where the proposed <br />projects are located to inform them about the proposals and identify a representative from each <br />neighborhood to serve on the Evaluation Committee. Kate Perle represented the Santa Clara <br />Community Organization; Dave Hurst represented Jefferson Westside Neighbors; and Pete Knox <br />represented the Downtown Neighborhood Association. City staff and applicants also conducted <br />neighborhood outreach through mailings to adjacent neighbors and presentations to <br />neighborhood associations. Neighbors and meeting attendees expressed general support for all <br />three proposed projects. <br />The Evaluation Committee members concluded that all three proposals met the expected criteria. <br />The committee scored and ranked the proposals. Market District Commons and Delta Court Village <br />received the highest scores. Community members also had an opportunity to comment on the <br />project through an advertised 30 day written comment period and a public hearing held on <br />January 9th. No public comments were received. <br />Summary of Proposals <br />Market District Commons - HACSA requested $700,000 to build 50 new affordable housing units <br />above first floor commercial on the northwest corner of 6th Avenue and Oak Street in the <br />January 22, 2018, Meeting - Item 2C <br />
