The 2012 Envision Eugene <br />Recommendation similarly places an emphasis on housing options in downtown as part of a <br />strategy to "Promote Compact Urban Development and Efficient Transportation Options." Added <br />to this, the vision document recognized the challenge of providing housing that is affordable to all <br />income levels. Increasing the percentage of multi -family housing in the city and supporting <br />subsidized affordable housing projects were identified as tasks to support this initiative. Market <br />District Commons sits at the intersection of these policy objectives, and promises to be an example <br />of turning vision into reality. <br />COUNCIL OPTIONS <br />The City Council has three options: <br />1. Approve $700,000 in federal HOME funds for the construction of Market District Commons <br />as proposed by HACSA; and $549,022 in HOME funds for the construction of Delta Court <br />Village as proposed by Cornerstone Community Housing. <br />2. Approve funding with specific modifications as determined by the City Council. <br />3. Decline to approve funding for one or more of the proposed projects. <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends the City Council approve funding for Market District Commons and <br />Delta Court Village as recommended by the Evaluation Committee. <br />SUGGESTED MOTION <br />Move to approve funding for Market District Commons and Delta Court Village as recommended <br />by the Evaluation Committee. <br />ATTACHMENTS <br />A.
