essential to the vitality and the character of the downtown core. Housing transforms downtown
from an institutional and employment center to a neighborhood." The 2012 Envision Eugene
Recommendation similarly places an emphasis on housing options in downtown as part of a
strategy to "Promote Compact Urban Development and Efficient Transportation Options." Added
to this, the vision document recognized the challenge of providing housing that is affordable to all
income levels. Increasing the percentage of multi -family housing in the city and supporting
subsidized affordable housing projects were identified as tasks to support this initiative. Market
District Commons sits at the intersection of these policy objectives, and promises to be an example
of turning vision into reality.
COUNCIL OPTIONS
The City Council has three options:
1. Approve $700,000 in federal HOME funds for the construction of Market District Commons
as proposed by HACSA; and $549,022 in HOME funds for the construction of Delta Court
Village as proposed by Cornerstone Community Housing.
2. Approve funding with specific modifications as determined by the City Council.
3.
