EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br />Eugene <br />Work Session: Intergovernmental Relations and 2018 Legislative Update <br />Meeting Date: January 22, 2018 Agenda Item Number: 3 <br />Department: Central Services Staff Contact: Ethan Nelson <br />www.eugene-or.gov Contact Telephone Number: 541-682-5245 <br />ISSUE STATEMENT <br />This work session will provide the City Council an overview of the City's current legislative <br />process, a short summary on the priority legislation from the 2018 Oregon State Assembly <br />legislative short session and a recap of the January 2018 United Front trip. <br />BACKGROUND <br />In 2013, the City Council passed a resolution calling for a more efficient process to establish and <br />implement legislative policy. The process focuses City resources on high priority items to be <br />reviewed and approved by the Council's Intergovernmental Relations Committee (IGR) rather <br />than staff bringing all City related legislation to the committee. <br />During the 2016 and 2017 legislative sessions, staff provided regular updates on Priority bills to <br />the IGR Committee and updates as needed to the full City Council. Based on feedback from Mayor <br />Vinis and City Council, for the 2018 legislative session (February 5 -March 9), staff will provide a <br />weekly update email to the IGR Committee on Friday of each week, complete with a list of high <br />priority bills, the bill summary, possible impacts to Eugene, and the City's position <br />(support/oppose/neutral). <br />Current IGR Committee Members include: Councilor Taylor, Councilor Clark, and Councilor <br />Zelenka. The Mayor regularly attends IGR Committee meetings as a non-voting member. <br />2018 Activities <br />In preparation for the 2018 Oregon Assembly, staff from across the organization have contributed <br />to an update of the 2017 Legislative Priorities document. The update reflects a culmination of <br />technical expertise in specific areas, staff experience implementing City Code and Rules, and as <br />members of statewide and national professional associations. During the January 22 work <br />session, staff will review the process by which the City carries forward legislation, as well as <br />upcoming priority bills of the 2018 legislative session. <br />In addition to information on the 2018 Oregon Assembly, IGR staff will also provide an update on <br />the recent United Front trip to Washington D.C. and answer questions regarding the trip and <br />policy book. <br />January 22, 2018, Meeting - Item 3 <br />
