M I NUT E S <br /> EUGENE CITY COUNCIL <br /> September 21, 1977 <br /> Adjourned meeting from September 14, 1977, of the City Council of the City of <br /> Eugene, Oregon, was called to order by Council President Eric Haws, in the absence <br /> of Mayor Gus Keller, at 11:20 a.m. on September 21, 1977, at King's Table, Oakway <br /> Mall, with the following Council members present: D W. Hamel, Tom Williams, Jack <br /> Delay, Scott Lieuallen, and Betty Smith. Brian Obie and Ray Bradley were absent. <br /> I. Items from Mayor and Council <br /> A. Water Master Plan--Manager noted that a copy of the Water Master Plan <br /> is now on file in the City Manager's office should any Councilors <br /> wish to peruse it. <br /> B. Ambulance Company Mobilchair Rates--Manager announced that the <br /> Ambulance Rates Committee has reached some alternatives to be con- <br /> sidered. A public hearing is needed for September 26. <br /> Mr. Hamel moved, seconded by Mr. Delay, to call a public hearing <br /> for September 26, 1977. Motion carried unanimously. <br /> C. Workshop on Council Assistance--Manager announced a workshop meeting <br />e on Council assistance would be held at 5:30 p.m. on September 26 at <br /> the Eugene Hotel in the Empire Room. <br /> D. Downtown Westside Area Mixed-Use Zoning District--Manager announced <br /> distribution to Council of a memorandum from the Planning Department <br /> which refers to the Downtown Wests ide Area Mixed-Use Zoning District. <br /> Regarding the matter, Manager said that Mr. Saul, Planning Department, <br /> was present and could answer questions in regard to the matter after <br /> the meeting. . <br /> E. Source Separation Feasibility Study--Manager announced that Mr. Jeff <br /> Detlefsen, Project Consultant for Source Separation for Lane County, <br /> was present to make a presentation at the end of the meeting, should <br /> time allow. <br /> II. Institutional Arrangements for Economic Development--Memo and other <br /> information have been distributed to Council members. <br /> Manager noted that the staff supports the recommendation, mainly for <br /> the purpose of county-wide planning and implementation. There are <br /> certain conditions staff feels should be seriously considered; namely, <br /> that Eugene be a major participant, not just one of 25. Presumably, <br /> he said, the plans have to be in concert and complement the Eugene plans. <br /> A further consideration is that more grant opportunities and dollars <br /> would become available through the proposed structure. Manager then <br /> announced that he had just received a letter from the Eugene Area Chamber <br />e of Commerce asking that Council defer decision on the matter until Novemberl. <br /> 9/21/77--1 <br /> "~ <br />
