Both have impact potential for increasing the <br /> demand which is forecast. He wondered if the alternatives had been based <br /> on demand or on a single number factor. Mr. Farah replied the modeling <br /> process dealt with a single number, as the technology analysis necessi- <br /> tated a specific number. However, the recommendations for the plan have <br /> built-in flexibility to make it more effective, and the flexibility does <br /> accommodate any future growth. <br /> Mr. Delay said he would like to see the impact on the plan in regard <br /> to more or less demand in the same time frame. <br /> Manager said staff would be awaiting a message from L-COG setting up <br /> the first joint meeting of the planning commissions, city councils, <br /> and Lane County Commissioners for the full-scale presentation, noting <br /> November 3 or 10 had been suggested. <br />III. Council Assistants--Memo distributed to Council. <br /> Manager reviewed memo in which job descriptions of Staff Assistant II <br /> and Staff Analyst were outlined. Staff was asking Council for comments <br /> on the job descriptions, duties, and qualifications. <br /> Mr. Delay felt the qualifications were well outlined. However, he was <br /> concerned about the duties description, as it did not outline for whom the <br /> persons would be working, did not say who would supervise, who would be <br /> directing the work, and how time is priorized for Councilors. Manager e <br /> replied an office would be set up in one of the City Council chambQrs <br /> for the two persons. The individual Councilor would ask for assistance <br /> and those people would respond. The work would also be directly related <br /> to the City Manager's office in that some person in the office would help <br /> assign workloads and supervise the work that was being done. He said Ci ty <br /> Manager staff would try to make the assistants available for maximum and <br /> immediate responses to Councilors as requested. Mr. Delay said he wished <br /> for them to work directly with Councilors and wondered if the job descrip- <br /> tion involved more a policy analysis position. <br /> Assistant Manager said staff would try to keep the assistants free to work <br /> on individual matters for Councilors, although there may be time conflicts <br /> and negotiations with the people involved would resolve those conflicts. <br /> He said as time goes on, Councilors may be presenting proposals to Council <br /> and if those were to become Council agenda items, City Manager's office <br /> would like to review those prior to becoming Council agenda items. <br /> Ms. Smith wondered, at Council work sessions, if issues were identified <br /> that would be added responsibilities to Councilors, whether these aides <br /> would be used to work on those issues. Manager replied that would result <br /> in these positions being a policy analysis group, which was one of Mr. <br /> Delay's main concerns. Mr. Delay said his needs had not been related to <br /> existing staff, as he felt they were doing a very good jOb. He was <br /> seeking individual assistance in the normal ongoing work of the Council. <br /> He said he would question that kind of use, as it would become an office <br /> of policy analysis.
