Property located north of Jessen Drive, west of Highway 99N <br />(Blackstone)(A/Z 77-10) <br />Unanimously recommended by Planning Commission February 14, 1978. <br /> <br />The property involves approximately 5.5 acres in the Bethel-Danebo <br />area. Mr. Saul said the annexation was consistent with the city and <br />administrative rules standards and consistent with statewide goals. <br />Under the administrative rule in Section 4B, the Planning Commission <br />followed the recommendation of staff in that it determined that this <br />area was within an area physically developed. Statewide goals which <br />were applicable were No. 10, 11, and 14 (particularly the second <br />section). He said in this area of the city, the urban service boundary <br />was initially established in the 1990 Plan, but was much more specifi- <br />cally defined in the Bethel-Danebo Refinement Plan. <br /> <br />Mr. Delay noted the property was immediately adjacent to the M-1 <br />and M-2 land, saying the Planning Commission and Council had been <br />looking at buffer zones. He wondered if there was any reason why this <br />did not appear to be applicable. Mr. Saul replied that in this <br />instance, the existing character of the land in the south was primarily <br />storage of plywood and that could be effectively screened by fencing. <br />Also in this particular instance, the applicant was seeking residen- <br />tial development. He noted also that the people in that area are <br />quite strongly committed to residential use. <br /> <br />No ex parte contacts or conflicts of interest were declared by <br />Councilors. Staff Notes and minutes were received as part of the <br />record as reference thereto. <br /> <br />e <br /> <br />Public hearing was opened. <br /> <br />Gary Hughes, 637 West 7th Avenue, represented Stan Blackstone who <br />was available to answer questions. <br /> <br />Public hearing was closed, there being no further testimony <br />presented. <br /> <br />Res. No. 2851--Forwarding to Boundary Commission recommendation for <br />annexation of property located north of Jessen Drive, west <br />of Hi ghway 99N was read by number and titl e. <br /> <br />Mr. Hamel moved, seconded by Mr. Bradley, that findings supporting <br />the rezoning as set out in Planning Commission Staff Notes and <br />Minutes of February 14, 1978, be adopted by reference thereto, and <br />the resolution be adopted.
