<br />- <br /> <br />Mr. Hamel expressed a concern in the City getting tied to CETA and then <br />having those funds discontinued. Mr. Long said that the staff was not <br />recommending a greater use of CETA employees to deliver City services, <br />but rather CETA funds be used for economic development within the total <br />community. The recommendation would be that the City not become any more <br />dependent on CETA than it is already. He noted the federal program is <br />self supporting and would not involve local tax dollars. Thus, the <br />program can expand or contract as federal dollars come in. <br /> <br />- <br /> <br />Mr. Obie felt is was difficult to justify how healthy the program is <br />to the community relative to the growth and in terms of the value received. <br />He said it seemed part of the plan should be phased out of CETA in five <br />years to eliminate dependency on those funds. Ms. Smith noted Mr. Long <br />was trying to point out to City Council that the City should be more <br />actively involved in decision making and conducting the research so that <br />the City would be in a better position to make those decisions in the <br />future. In responding to Mr. Obie, Mr. Long said that concern is precisely <br />why the staff feels the City should be more directly involved. The <br />federal money will be allocated and the City needs to be active in partici- <br />pating with Lane County in the use of those funds. He said the formula <br />and allocation are available and the question Council should ask is how <br />does it want to shape the use of those allocations for its goals. Mr. <br />Whitelaw noted a great flexibility at the local level in targeting the use <br />of funds. He noted Eugene could refine the beneficiaries by limiting the <br />allocations to perhaps the chronically unemployed residents, rather than <br />those migrating in. <br /> <br />Mr. Lieuallen wondered if it would be possible to direct money to other <br />titles, noting a concern about the programs for youth and seniors. Mr. Long <br />said allocation to various target groups is required in federal regulations. <br />Beyond those federal regulations, however, the City can set local goals. <br /> <br />Mayor Keller expressed appreciation for the information, noting it made <br />the CETA program in which the City is involved more understandable to <br />Council. He felt it imperative that the City take more responsibility. <br /> <br />Mr. Hamel moved, seconded by Mr. Delay, to accept staff recom- <br />mendations and direct the staff to carry those recommendations <br />out. Motion carried unanimously. <br /> <br />IV. Calling Public Hearings March 15, 1978, Re: Street and Easement Vacations <br /> <br />C.B. 1601--Calling public hearing March 15, 1978, re: Street vacation <br />located east of Wallis Street between West First Avenue <br />and the Amazon Channel (Hult)(SV 77-5) was read by council <br />bill number and title only, there being no Councilor present <br />requesting it be read in full. <br /> <br />Mr. Hamel moved, seconded by Mr. Delay, that the bill be <br />read the second time by council bill number only, with <br />unanimous consent of the Council, and that enactment be <br />considered at this time.
