Sale of Surplus Property--Finance Department memo, dated March 17, 1978, <br />distributed. Manager noted the property was a parcel 20 feet by 120 feet, <br />located between West 22nd and West 23rd streets, and between Monroe and <br />Jefferson. The property was acquired through non-payment of improvement <br />costs and the current owner of the adjacent property wishes to purchase <br />the parcel to fill out his parcel and give him access to the alley. The <br />current appraised value is $215, which the owner is willing to pay. The <br />amount will allow the City to recover improvement costs it experienced. <br /> <br />Mr. Bradley wondered if a different form of appraisal could be used by <br />determining the value of the lot before it was acquired and after it was <br />acquired and use that as a basis for appraisal. Don Gilman, Public Works <br />Department, said he was not involved in this particular appraisal. <br />However, the Public Works Department often charges the going market value <br />on street vacations that would make property more valuable.
