<br />There was some question as to whether authorization for GO bond measures . <br />for the first portion should be recommended and build the parking only <br />with EDA funding, with Phase III being financed from other sources. He <br />concurred with Mr. Obie that Council should defer any action to let the <br />commission re-evaluate. <br /> <br />Dory McGillivary, Vice Chairperson of Civic Center Commission, said the <br />commission wished Council to support the commission's work and allow the <br />Council time to think about the proposed financing and ask the commission <br />questions. She noted there were four very important members of the <br />commission absent from the meeting and she would like to have one more <br />meeting for those members to be able to take part in the discussion and <br />decision. The major conflict regarded financing, with the commission <br />wanting the entire facility financed, but questioning the high price of <br />$24 million to be presented to the citizens. On the other hand, there <br />was concern that the political climate may change, which could effect the <br />total project being completed. Jim Kays, Civic Center Commission member, <br />said the commission was lOa-percent dedicated to this project. Horace <br />Robinson, Civic Center Commission member, said his major concern in this <br />matter was whether the people would inquire if the structure could be <br />built for less, and his answer was "yes". <br /> <br />Mr. Haws sensed from reading the minutes of the commission meetings that <br />. there was some disagreement on the committee. He requested Mr. Robinson <br />to provide him with his opinion as to where plans for the type of facility <br />went astray. He noted that people he had talked to said they would not <br />be able to afford to perform in the center. Mayor Keller said people he <br />had talked to gave him quite the contrary opinion, saying they were amazed <br />the prices would be so low. Mr. Haws reiterated his desire to have only a <br />performing arts center for the artists in town, and was not interested in <br />a commercial development. He requested again a report from Mr. Robinson, <br />who is close to the performing arts people in the community. Mr. Lieuallen <br />noted that he and Mr. Robinson had made a motion to reduce the $18 million <br />figure to $16 million, as they felt it can be done for less. <br /> <br />- <br /> <br />A short recess was taken. <br /> <br />Ill. Joint Funding of Golf Course Study <br /> <br />Outline of study and offer by National Golf Foundation distributed. <br />Manager said this agenda item was a result of the intergovernmental <br />meeting with Lane County and Springfield City Council, February 7. <br />Staff was recommending a joint study of Mount Pisgah site for a golf <br />course and a study would be financed with a 50-percent division between <br />Lane County and the City of Eugene. He noted some negative'comments <br />regarding a golf course. However, he said golf courses are used by <br />persons from all economic levels and age groups, with much broader <br />participation than other sports that were being city subsidized, such as <br />tennis or swimming.
