Also, if left-turn lanes were prohibited <br />off of main corridors, it would increase traffic in the residential streets. <br /> <br />Mr. Lieuallen felt there were a variety of ways to deal with situations <br />that occur in Eugene and that these possible solutions should be pursued <br />to alleviate the problems. Jim Hanks said the staff was committed to <br />dealing with traffic management and was interested in arriving at solutions. <br /> <br />Mr. Delay mentioned that the impact of vehicle movement was responsible <br />for about 10 percent of the total of suspended-particulate problem in <br />the area. He noted that item had become outdated, as the figure was <br />24 percent now and particulates would be an increasing problem. He felt <br />this plan to be accommodating an increase in traffic and in pollution. He <br />was frustrated that nothing significant was being done to change the <br />transportation habits of the pollution contributors, but rather, this plan <br />would accommodate growth based on the status quo. <br /> <br />Mr. Porter said the Council has contributed significantly in a positive way; <br />for example, in getting industry centrally located. He noted the cost of <br />transportation was going up at a more rapid rate than anything else, and per- <br />haps people will start choosing to live closer to their places of employment. <br />In regard to air pollution, he said it appears the city will be in violation <br />durinq certain interim periods as the standards were changed in the middle of <br />the updating process. However, he noted staff was aware of that problem. <br /> <br />Ollie Snowden said the air quality forecast regarding carbon monoxide is <br />very imprecise. He said there is not complete agreement between all the <br />agencies as to what process should be used. A study will be done in the next <br />four months to determine how severe the problem is now. Several techniques <br />can be used to forecast problems in the future. The major problem exists in <br />that no one knows for sure which procedure is best. <br /> <br />Mr. Delay said his concern regarding the particulate problem is that the <br />area should be making a greater effort toward mass transit and cutting <br />down on automobile use. This would reinforce the transit goal. He said <br />there was a need to continue to make the area a viable community. <br /> <br />Ann Ramp, Crest Drive Neighborhood Association, expressed concern that the <br />public hearing .had been held April 17 at the same time the neighborhood <br />leaders' organization met. It made it impossible for many of those who are <br />most interested to express their concerns regarding the T-2000 Plan. Mayor <br />noted that in earlier conversation, Council had assured the community there <br />would be further chances for testifying and addressing their concerns before <br />Council. Mr. Delay also noted that Council had received all of the notes and <br />letters from the neighborhood organizations that expressed their concerns, <br />sayinQ that Council was certainly aware of many of them. <br /> <br />It was consensus of Council to hold another work session April 26. <br /> <br />~e, <br /> <br />A.
