C.B. Mr. Hamel moved, seconded by Mr. Bradley, that the bill be read the first time and referred to hearings panel for hearing May 15, 1978, and panel recommendation be brought back for Council consi- deration May 22, 1978. Motion carried unanimously. 1677--Levying assessments for sanitary sewer; Norkenzie Road from Green Acres Road to Holly Avenue (1492) (77-54) was read by council bill number and title only, there being no Councilor present requesting it be read in full. Mr. Hamel moved, seconded by Mr. Bradley, that the bill be read the first time and referred to Hearings Panel for hearing May 15, 1978, and Panel recommendation be brought back for Council consi- deration May 22, 1978. Motion carried unanimously. e VI. Resolutions Manager said regarding Resolution No. 2871, a statement had been entered into the record from the attorney of Ms. Graff, owner of the property. Staff recommends passing the resolution and not implementing it immedi- ately. In the event plans for reconstruction of the property were not completed, the resolution could be effected. Manager suggested 30 days' grace peri od before the Ci ty woul d ask for bi ds for demo 1 i ti on. e Mr. Obie wondered if there had been any accidents or injuries on the property. There was a negative response. Mr. Obie said he was not sure he saw the crisis. He felt it to be paramount to confiscation of property. He said if there was not an immediate danger to life or limb, he felt Counc.i 1 had a moral responsi bi 1 i ty to provi de time for the property owner to reconstruct the property. Res. No. 2871--Authorizing abatement of house located at 2043 Ohio (with 30 days' grace period) was read by number and title. Mr. Hamel moved, seconded by Mr. Bradley, to adopt the resolution. Motion carried unanimously, except Mr. Obie voting no. Res. No. 2900--Authorizing payment of bills, claims, and progress payments for period April 24 through May 8, 1978, was read by number and title. Mr. Hamel moved, seconded by Mr. Bradley, to adopt the resolution. Roll call vote. Motion carried unanimously. VII. Parks Bid Award For Police, Personnel, and Planning Remodel Memo from Parks Department, dated May 5, 1978, distributed. Manager noted this would be for extensive remodeling as outlined in the memo for the three departments.
