Public Works Bid Awards (attached) <br /> <br />Don Allen, Public Works Director, reviewed for Council the bid awards, <br />and recommended awarding to low bidders. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, to award to low bidders <br />as recommended by staff. Motion carried unanimously. <br /> <br />II. Consideration of JHC Recommendations <br /> <br />A. <br /> <br />Request for funds to aid in construction of ISO-unit highrise for <br />low-income elderly, sponsored by National Benevolent Association <br /> <br />e <br /> <br />Recommended by JHC May 12, 1978. Manager noted the request was <br />for approval of $65,000 from general revenue sharing funds previously <br />committed to housing in fiscal year 1976-77 and 77-78, as limited <br />capital investment to aid in development of a 150-unit highrise <br />located corner of 11th and Olive Street. Commercial space on the <br />first floor, as well as community space, would be provided. A con- <br />dition is attached that if the project is not completed, allocation <br />will be returned to the City and not be used to defray any expenses. <br />Groundbreaking is scheduled for June 11. He noted the project met <br />criteria established by JHC and detailed in memo distributed to <br />Council. Although the project is 100-percent tax exempt from pro- <br />perty taxes, the total amount of property taxes exempted will be <br />returned as a refund each year to taxing districts and distributed <br />on a percentage basis. Eugene would receive $41,000 in 1977-78. <br />The project would provide much needed downtown housing for low- <br />income elderly.
