Mr. Delay then expressed <br /> some serious doubts about the general state of knowledge and tech- <br /> nology in terms of dealing with these problems, i.e., the actual <br /> building and drainage. He noted these were public concerns that are <br /> not particularly related to this one site. Regarding this specific <br /> site, he felt the design team was doing about as much as could be <br /> expected at this time. By the same token, the general question of <br /> requirements in terms of continuing development in the hills around <br /> the city is one Council should address. He hoped Council would <br /> support pursuing a preliminary report on these general issues. <br /> Regarding the drainage, Mr. Lieuallen felt the question was whether e <br /> or not it should be tied specifically to this PUD, noting it was <br /> a larger issue. He did not know what other properties were being <br /> developed and what effect that would have on the drainage capacity. <br /> However, he was not convinced that Council should uphold this appeal <br /> because of that problem. <br /> Mayor Keller said it appeared there had been an extensive planning <br /> process addressing many of the problems. He recognized Council was <br /> not a body of engineering experts and would have to rely on expertise <br /> presented to deal with these problems. <br /> Vote was taken on the motion which carried unanimously. <br /> Mr. Obie was excused from the meeting. <br /> B.
