2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Establishes Post-Secondary Education Promise program to be administered by <br /> Oregon 529 College Savings Board. Establishes Post-Secondary Education Promise <br /> Fund and Post-Secondary Education Finance Account. Directs that $1,000 will be <br /> allocated from Post-Secondary Education Finance Account within Administrative <br /> Services Economic Development Fund to Post-Secondary Education Promise Fund <br /> to be placed in individual account for each person born in Oregon on or after January <br /> 1, 2006. Allows account moneys and earnings to be used for higher education <br /> expenses if child maintains residency in Oregon. Continuously appropriates moneys <br /> from Post-Secondary Education Promise Fund to Oregon 529 College Savings <br /> Board. Directs Oregon State Lottery to establish line games. Allocates net proceeds <br /> SB 0642 3 Monitor from line games to program. Declares emergency, effective July 1, 2005. 3/09 <br /> Requires city or county to take final action on application for permit, limited land use <br /> decision or zone change within 130 days after application is deemed complete, with <br /> SB 0656 3 Support specified exceptions. 3/09 <br /> Prohibits sending, receiving, possessing and breeding of exotic animals. Punishes <br /> violation of prohibition by maximum of $2,500 fine, six months' imprisonment, or both. <br /> Creates exception for possession of exotic animal by person holding personal <br /> possession permit issued by animal control agency. Exempts certain institutions, <br /> organizations and facilities. Eliminates state policy on regulating possession of exotic <br /> animals. Provides for animal control agencies to administer and enforce regulation of <br /> exotic animals. Requires animal control agencies to establish fees to cover cost of <br /> exotic animal regulation. Terminates State Department of Agriculture regulation of <br /> SB 0661 3 Support exotic animals. 4/14 <br /> Requires governing body to allow establishment of single-family dwelling on lot or <br /> SB 0676 3 Monitor )arcel zoned for protection of forestland under specified circumstances. 3/09 <br /> Declares land use decision or limited land use decision of local government affirmed <br /> if decision is appealed to Land Use Board of Appeals and board fails to issue final <br /> SB 0677 3 Oppose order within 77 days, or longer period if authorized, after transmittal of record. 3/09 <br /> Directs Oregon Department of Aviation to establish pilot program to foster economic <br /> SB 0680 3 Oppose development adjacent to rural airports by encouraging through the fence operations. 3/17 <br /> <br /> Page 82 <br /> <br /> <br />
