2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Proposes amendment to Oregon Constitution to eliminate double majority voter <br /> :articipation requirement for measures authorizing property taxes to pay bonded <br /> indebtedness if taxes are not subject to limitation under constitutional property tax <br /> limits and if bonds are issued to fund seismic rehabilitation or tsunami preparedness. <br /> Refers proposed amendment to people for their approval or rejection at next regular <br /> S JR 0030 3 Support general election. 4/07 <br /> Changes requirements for registration of civil aircraft. Changes time limits for <br /> imposition of penalties for late registration and renewal of registration. { - Authorizes <br /> HB 2068A 6 Drop imposition of civil penalty for failure to register or renew registration of aircraft. - } 4/21 <br /> Increases number of enterprise zones that may be designated for electronic <br /> commerce. Extends period during which business firm may obtain certification for <br /> facilities in nonurban enterprise zones. Takes effect on 91st day following <br /> HB 2234 6 Drop adjournment sine die. 2/17 <br /> Expands criminal homicide to include causing death of unborn child. Provides <br /> HB 2379 6 Drop exception for lawful abortions and acts committed by pregnant woman. 2/11 <br /> Establishes rules governing passage of property from elderly and incapacitated <br /> persons who suffer physical or financial abuse that results in felony conviction of <br /> abuser. Provides that if abused person dies within five years after abuse occurs, <br /> property that would have passed from abused person to abuser by intestate <br /> HB 2415 6 Drop succession, by will or by trust passes as if abuser had predeceased abused person. 2/17 <br /> Allocates and appropriates moneys from 2003 increase in taxes and fees for certain <br /> vehicles to Oregon Department of Administrative Services for distribution among <br /> police agencies for specified purposes. Takes effect only if House Joint Resolution 5 <br /> HB 2441 6 Drop (2005) is approved by people at next regular general election. 3/09 <br /> Provides that duty of county court or board of county commissioners to inspect local <br /> HB 3157 6 Drop correctional facilities is discretionary for facilities not operated by county. 3/31 <br /> Expands criminal homicide to include causing death of unborn child.
