Call to Order and Review Agenda <br /> <br />Mr. Pap6 called the May 12 meeting of the Council Committee on Intergovernmental Relations to order. <br /> <br />2. Approval of Minutes <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to approve the minutes of April 25 and May <br /> 5, 2005. <br /> <br />Ms. Taylor asked that the last sentence in paragraph 4 on page 3 of the May 5 minutes be stricken, and <br />noted that the minutes indicated erroneously that she both moved and seconded the motion on page 5. <br /> <br />Ms. Bettman asked sentence 6 in paragraph 7 on page 2 of the May 5 minutes be revised to read ;;The <br />council had ;bought off' on the nodal concept as a policy approach but had not discussed and compared the <br />mixed use and nodal concepts..." She also asked that sentence 2 in paragraph 4 on page 3 be modified to <br />read ;;She reminded Ms. Taylor of her concern that her neighborhood could experience more unregulated <br />infill development." <br /> <br /> The minutes were adopted as amended by a unanimous vote. <br /> <br />3. Environmental Protection Agency (EPA) Smart Growth Award <br /> <br />Mr. Yeiter and Mr. Lowe were present for the item. <br /> <br />Ms. Bettman asked staff to define ;;smart growth." Mr. Lowe said it was a nationally used term for a <br />development concept that embodied many or most of the concepts the City had in its Growth Management <br />Study in regard to mixed use development, compact urban growth, smaller lot housing, diverse housing <br />types, transportation-efficient development, and containment within an urban growth boundary. <br /> <br />Ms. Bettman asked if the audit to be funded by the award would determine if the City's code was at odds <br />with its growth management policies.
