2005 Legislative Session IGR Committee Bill Approval June 13, 2005 <br /> <br /> Directs Department of Environmental Quality to condition discharge permits to <br /> prohibit discharge of toxic substances in amounts or concentrations that may be <br /> SB 0555 1 Support/Am harmful to aquatic life or human health. 2/24 <br /> Requires election of members of boards of directors of certain mass transit districts <br /> situated in standard metropolitan statistical areas with populations of 400,000 or <br /> SB 0558 I Support fewer individuals. 2/24 <br /> Requires local government amending comprehensive plan or land use regulation for <br /> protection of natural resources and conservation of scenic, historic and open space <br /> resources to concurrently expand urban growth boundary or modify type and intensity <br /> of use of land within boundary to ensure that development capacity is maintained. <br /> Prohibits amendments from becoming effective until developable land is designated <br /> to replace protected land and amendments are acknowledged by Department of Land <br /> SB 0649 1 Oppose Conservation and Development. 4/14 <br /> SB 0650 1 Oppose Modifies standards for amending existing urban growth boundary. 3/24 <br /> Requires county board or local boundary commission to approve petition for <br /> formation of special district if petition meets specified legal requirements. Applies to <br /> SB 0660 1 Oppose )etitions filed with board on or after effective date of Act. 3/09 <br /> Creates private cause of action against owner of private real property that is subject <br /> to modification, removal or waiver of land use regulation pursuant to chapter 1, <br /> Oregon Laws 2005 (Ballot Measure 37 (2004)), for owner of affected private real <br /> SB 0663 I Support property that is reduced in value. Declares emergency, effective on passage. 3/17 <br /> Requires local government taxes imposed on or measured by income to be <br /> ~mposed on or measured by taxable income as determined for state personal income <br /> tax purposes or Oregon taxable income as determined for state corporate excise or <br /> income tax purposes. Applies to tax reporting periods beginning on or after January <br /> SB 0686 1 Oppose 1, 2006. 4/28 <br /> Abolishes Oregon Watershed Enhancement Board. Transfers duties, functions and <br /> ~owers of board to State Department of Agriculture and State Department of Fish and <br /> SB 0715 I Oppose Wildlife. Declares emergency, effective on passage. 3/17 <br /> Allows exemption to energy facility site certificate requirement for energy facilities <br /> using oil seeds, waste vegetable oil or cellulosic biomass as source of material for <br /> SB 0736 1 Oppose conversion to liquid fuel.
