Permits municipalities to impose only cost-based permit fees for <br /> telecommunications provider construction in public rights of way. Permits <br /> municipalities to impose tax on retail purchase of intrastate telecommunications <br /> services. Limits maximum rate of tax. Prohibits other taxes, fees or charges. <br /> Continuously appropriates moneys from telecommunications tax revenues to <br /> Department of Revenue for distribution to municipalities. Takes effect on 91 st day <br /> SB 1030 1 Oppose following adjournment sine die. 4/28 <br /> Proposes amendment to Oregon Constitution to eliminate double majority voting <br /> requirements in property tax elections. Limits elections at which local property tax <br /> measures may be submitted to general election in even-numbered year and special <br /> election in May of any year.
