He said the question before Council was whether or - <br /> not to require the street improvement because of the subdivision. <br /> The subdivision could be allowed to be developed, but he noted there <br /> would be the attendant problems of dust in the area along with the <br /> increased traffic from the 100 residential lots. He noted this was <br /> an ongoing dilemma whenever any subdivision was developed on a sub- <br /> standard street. <br /> Jim Saul, Planner, said the subdivision had been approved, and in <br /> working with the Laurel Hill Citizens Association and their desire <br /> for street patterns in the area, one condition of the approval had <br /> been for improvement of Laurel Hill Drive. <br /> In regard to the 50 percent petition signers, Mr. Delay said if there <br /> were 50 percent who wanted it done, then Council normally would approve. <br /> He said there are obviously other reasons why it should be done. He <br /> noted the basic policy of abutting property owners paying for street <br /> improvements. He did not think Council should change that policy now. <br /> He noted also there would be a time for pUblic hearing when more con- <br /> crete answers were available. He also noted Council may have to become <br /> more active about residential street improvements in order to reduce <br /> the pollution by eliminating the dust and mud carryout problems. He <br /> felt there were issues to be considered in street improvements other <br /> than resistance from property owners, noting there will always be <br /> resistance. He felt it necessary for the City to follow its current <br /> policy. e <br /> Res. No. 2975--Authorizing initiating process for street paving on <br /> Laurel Hill Drive from the access of the Glenwood interchange at <br /> Interstate 5 to the south boundary of Judkins Heights Subdivision <br /> (1616), was read by number and title. <br /> Mr. Bradley moved, seconded by Mr. Delay, to adopt the <br /> resolution. Motion carried with all Councilors present <br /> voting aye, except Obie and Bradley voting no. <br /> Res. No. 2966--Authorizing initiating process for street paving, <br /> sanitary sewer and storm sewer construction within Cogswell Plat; <br /> and street paving and storm sewer construction on North Shasta <br /> Loop adjacent to Cogswell Plat, was read by number and title. <br /> Mr. Bradley moved, seconded by Mr. Delay, to adopt the <br /> resolution. Motion carried unanimously. <br /> Res. No. 2967--Authorizing initiating process for street paving, <br /> sanitary sewer and storm sewer construction to serve Freedom Acres <br /> Subdivision, was read by number and title. <br /> Mr. Bradley moved, seconded by Mr. Delay, to adopt the <br /> resolution.
