Ballot Measures 6 and 11--memos distributed <br /> Paget Engen reminded Council the analysis of the ballot measures had <br /> been based on 1977-78 figures. Staff was in process of updating those, <br /> using 1978-79 figures. However, she noted the proportions do not really <br /> change drastically when talking about the percentage of the budget being . <br /> affected. <br /> Part III to be discussed today deals with what happens to the City operat- <br /> ing budget if either one of the budget measures were passed. She said the <br /> $15 per $1,000 tax rate under Measure 6 would have to be allocated among <br /> all competing local taxing districts. It is not known at this time how <br /> the Legislature will do that. <br /> She said the State's total budget for 1977-79 biennium is $2 billion <br /> dollars. One half of that amount goes back either to local governments or <br /> to property tax payers through the HARP Program. The operating (non-d~bt) <br /> levy for Eugene for 1977-78 was $9.8 million. Four and one-h~lf million <br /> was within the six percent limitation, and $5.3 million levied outside the <br /> six-percent limitation. The 1977-78 operating budget for Eugene was <br /> $21 million. That did not include the debt services, assessments on <br /> streets, capital projects, or bonds. The total budget expenditure for <br /> 1977~78 was $45 million. <br /> If Measure 6 were to pass, she said it is known the property tax levy <br /> will be reduced significantly. Based on the 1977-78 budget~ the City <br /> ,would lose as much as $6.9 million in property tax revenues. That would <br /> be 20 to 30 percent of the operating budget.
