<br />I ~ <br /> ~ <br />Mr. Lieuallen moved, seconded by Mr. Delay, to direct staff <br />to bring revisions back incorporating the first three recom- e <br />mendations and get more rationale why to include No.4. <br />He also asked that staff study whether more is being spent on <br />administration than is being received in tax money. <br />Mayor Keller said he would like to consider further some of the <br />remarks he has heard today. He believes that staff should give <br />some recommendation on what to do about people outside the city <br />who use the services but do not get taxed for them. Mr. Lieuallen <br />commented that his only problem area is with the school districts. <br />Mr. Hamel said he didn't see any difference between a hotel in the <br />ERA area and a $10 million private industry plant. Mr. li eua 11 en <br />said he felt it is absurd to compare the two issues, that a down- <br />town development is completely different than an employment facility <br />on the outskirts of the city. <br />With consent of the second, Mr. Lieuallen withdrew his motion. <br />Manager said that there are some editorial changes to be made to <br />the ordinance format and, in the meantime, the staff can further <br />consider the matter for a couple of weeks.
