Motion <br /> carried unanimously. <br /> Ms. Swenson noted for Council that the ordinance deals just with Business <br /> License Chapter and would repeal bike licensin~. She noted the memo sent <br /> to the Bicycle Committee, and had concurrence with the University of e <br /> Oregon, that dropping such licensinq would not be detrimental to their <br /> free marking program. It was noted that licen~ing of bikes has proven <br /> to be very inefficient, and the proceeds which were marked for bike paths <br /> have not even covered the cost of administering the' program. The City <br /> would encourage people to mark their bicycles, perhaps with driver's <br /> license numbers, which would be more effective nationwide.. <br /> Mr. Lieuallen agreed the bike licensing program was a waste of time. He <br /> noted the possibility of a statewide program, and felt the State should <br /> be made aware that the licensing program is unworkable and probably not <br /> effecti ve. <br /> Mr. Obie left the meeting. <br /> VI I. Briefing Re: Major Legislative Issues--Papers distributed. <br /> Manager said the format of the meetinq with the legislators December 14, <br /> 6:30 p.m., Valley River Inn, would be as follows: Introducti on by the <br /> Mayor, presentation of the issues, and then individual query of the <br /> legislators by Councilors.
