EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Adoption of Resolution 4839 Authorizing An Exception to the Public Information <br /> Funding Limitations of the Limited Neighborhood Recognition Policy for Organizations <br /> in the River Road and Santa Clara Areas Established by Resolution No. 4705 for the <br /> Fiscal Year 2005/06 <br /> <br />Meeting Date: June 13, 2005 Agenda Item Number: 2D <br />Department: Planning and Development Staff Contact: Beth Bridges <br />www. cl. eugene, or. us Contact Telephone Number: 682-5272 <br /> <br />ISSUE STATEMENT <br />Consistent with the proposed FY06 Budget adopted by the Budget Committee on May 18, 2005, the <br />Council is being asked to approve a resolution for a one-time exception to the Limited Neighborhood <br />Recognition Policy to allow City funds to be spent for newsletter/public information funding for non- <br />City addresses within the River Road and Santa Clara community organizations. <br /> <br />BACKGROUND <br />The Limited Neighborhood Recognition Policy, Resolution No. 4705 subsection (4) states: "The City <br />shall not provide to organizations with limited recognition any of the following: staff support for <br />neighborhood organizing, and outreach efforts; newsletter/public information funding for the proportion <br />of the neighborhood not within the city limits; or funding for any materials or supplies not available to <br />neighborhood associations with full recognition." Resolution No. 4705, adopted February 25, 2002, is <br />Attachment B. <br /> <br />During Budget Committee deliberations, a motion was passed to fund, for one year, public information <br />efforts for River Road and Santa Clara community organizations at the same level as those associations <br />with full recognition. <br /> <br />RELATED CITY POLICIES <br />Expanding the ability of the River Road and Santa Clara community organizations to reach all the <br />potential members in their areas is supported by the Council Goal: EFFECTIVE, ACCOUNTABLE <br />MUNICIPAL GOVERNMENT -- local government that works openly and respectfully with and for <br />everyone in the community. <br /> <br />COUNCIL OPTIONS <br />The council may choose to amend the Limited Neighborhood Recognition Policy, thus enabling <br />adoption in the FY06 Budget of the one-time expenditure from the River Road/Santa Clara Sewer <br /> <br /> L:\CMO\2005 Council Agendas\M050613\S0506132D.doc <br /> <br /> <br />
