Section 1. Based upon the above findings, which are adopted herein, in order to encourage <br />the involvement of community organizations in the River Road and Santa Clara areas in decision- <br />making processes that affect their areas, and to define the manner in which the organizations may <br />achieve recognition by the City, the City Council adopts the following Limited Neighborhood <br />Organization Recognition Policy for the River Road and Santa Clara areas: <br /> <br /> LIMITED NEIGHBORHOOD ORGANIZATION RECOGNITION POLICY <br /> <br /> (1) Community organizations within the River Road and Santa Clara areas <br /> desiring to be recognized by the City shall submit their charters to City Council. To the <br /> extent possible, charters for the organization shall comply with the Model Charter approved <br /> by Resolution no. 3745 and subsequent Council policy adopted for neighborhood <br /> associations. The City's Neighborhood Services staff will provide assistance to <br /> organizations in charter revisions and adoption. <br /> <br /> (2) Upon formal recognition under this policy, the organization will represent the <br /> neighborhood association's views to the Council, Planning Commission, and other City <br /> boards, commissions, and committees on matters affecting the area it represents. Formal <br /> recognition will create a clear link between the City and each of the organizations, providing <br /> an opportunity for those who live, work, or own property in the areas to become more <br /> familiar with City services and processes. <br /> <br /> (3) Organizations receiving limited recognition by the Council will be entitled <br /> to be placed on the appropriate City mailing lists to ensure receipt of all material distributed <br /> to neighborhood associations; receive the same level of staff support for General Meetings <br /> and Executive Board Meetings as neighborhood associations with full recognition; receive <br /> funds for their public information efforts, pro-rated by the number of addresses within the <br /> City limits; attend neighborhood workshops; send a representative to the Neighborhood <br /> Leaders Council; and a waiver of appeal fees for City land use decisions that the <br /> organizations wish to challenge. <br /> <br /> (4) The City shall not provide to organizations with limited recognition any of <br /> the following: staff support for neighborhood organizing or outreach efforts; <br /> newsletter/public information funding for the proportion of the neighborhood not within the <br /> city limits; or funding for any materials or supplies not available to neighborhood <br /> associations with full recognition. <br /> <br /> (5) At such time as the entire area represented by an organization granted limited <br /> recognition hereunder becomes annexed to the City, the City will consider the organization <br /> to be fully recognized and will provide services to it on the same terms as other City <br /> neighborhood organizations. <br /> <br />Resolution - 2 <br /> <br /> <br />
