e M I NUT E S EUGENE CITY COUNCIL February 7, 1979 ,Adjourned meeting from January 24, 1979, of the City Council of the City of Eugene, Oregon, was called to order by Council President Jack Delay, February 7, 1979, 11:30 a.m., King's Table, Oakway Mall, with the following Councilors present: Eric Haws, Scott Lieuallen, Brian Obie, Betty Smith; Gretchen Miller, and Emily Schue. Mayor Gus Keller and Councilor D.W. Hamel were absent. I. Items from Mayor and Council A. Appointments--Mayor Keller submitted appointments for the Historic Review Board and Charitable Public Solicitations Committee. Mr. Lieuallen moved, seconded by Ms. Smith, to approve the appointments. Motion carried unanimously. Those appointed were as follows: e Historic Review Board--Joan Rich, 2050 Madison, reappointment to four-year term ending 1/1/83; Kenneth Helphand, 2150 Elk Avenue, reappointment to four-year term ending 1/1/83. Charitable Public Solicitations Committee--Terry Devereaux, 400 East 2nd, reappointment to four-year term ending 1/1/83; Dirk VanDenBosch, 1755 West 25th, four-year term ending 1/1/83. Betty Smith was appointed to the Social Services Advisory Committee at Lane County. B. Financial Report on Revenue Sharing--Mr. Obie noted Council's receipt of the report. Sherman Flogstad, Finance Director, will send the Council a memorandum addressing potential exposure problems. C. Hearings Panel 2/5/79--Mr. Lieuallen reported problems with Council Bill 1821 levying assessments. Councilors should read minutes of the Hearings Panel meeting as Council will have to make a decision at its February 12, Monday night meeting. D. Council Subcommittee on Citizen Involvement--Ms. Schue said the Subcommittee had met three times and would be making a recommendation for Council consideration February 14. e 55 2/7/79--1
