Public Hearing: Code Amendment Re: Risk Managemnet Program <br /> <br />Manager said this item followed Council's action regarding Risk Management. <br />A fund had been established August 1978 by ordinance. However, the fund <br />is to be operated following certain procedures necessary for inclusion in <br />the Code. Sherm Flogstad was available to answer questions. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />C.B. 1824--Declaringestablishment of a risk-management pfogram; --- <br />amending Section 2.525 of Eugene Code, 1971; adding a new <br />Section 2.585 to that Code; and declaring an emergency was <br />read by council bill number and title only, there being <br />no Councilor present requesting it be read in full. <br /> <br />Ms. Smith moved, seconded by Ms. Miller that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the Council, and that enactment be considered at <br />this time. Motion carried unanimously and the bill was read <br />the second time by council bill number only. <br /> <br />e <br /> <br />Ms. Smith moved, seconded by Ms. Miller, that the bill be <br />approved and given final passage. Roll call vote. All Councilors <br />present voting aye, the bill was declared passed and numbered <br />18329. <br /> <br />IV. Joint Session Council/Planning Commission: Status Report on Metro Plan <br />Update <br /> <br />Gary Chenkin, Planner on loan to L-COG, said the update of the text had <br />been distributed to Council. He noted a series of meetings by MAPAC, with <br />suggestions from those meetings sent to the MPPC. MPPC is now in the process <br />of reviewing the suggestions. <br /> <br />Three diagram alternatives have been developed. With the use of a map, <br />Mr. Chenkin said he would review those alternatives. He noted the Metro <br />Update Forum at the Lane County Fairgrounds scheduled February 17. The <br />meetings' on the substance of the text held last fall had not been well <br />attended, but it is hoped this all-day Forum will provide citizen input <br />for suggested changes.
