Public Hearing Re: Adoption of Supplemental Budget--Memo distributed <br /> <br />Manager said the Budget Committee had held its hearing on the matter <br />February 15. <br /> <br />.- <br /> <br />Public hearing was held with no testimony presented. <br /> <br />C.B. 1834--Adopting the supplemental budget; making appropriations <br />for the City of Eugene for the fiscal year beginning <br />July 1, 1978, and ending June 30, 1979; and declaring <br />~n emergency was read by council bill number and title <br />only, there being no Councilor present requesting it <br />be read in full. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the Council, and that enactment be considered at <br />this time. Motion carried unanimously, with Mr. Haws abstaining, <br />and the bill was read the second time by council bill number <br />only. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, that the bill be <br />approved and given final passage. Roll call vote. All Councilors <br />present voting aye, except Mr. Haws abstaining, the bill was <br />declared passed and numbered 18342. <br /> <br />Mr. Haws noted his abstention was a result of not attending the Budget <br />Committee meeting February 15. <br /> <br />e <br /> <br />IV. Wednesday Council Meeting Location--Memo distributed <br /> <br />Manager noted the variety of places listed on the memorandum, and said <br />there might be another possibility of use of a larger space at the <br />Holiday Inn. Staff was still checking on that possibility. <br /> <br />Mr. Obie favored either North's Chuck Wagon, Asia Gardens, or the <br />Thunderbird. Mr. Haws favored any except Asia Gardens and the Council <br />Chamber. Ms. Smith requested staff to pursue the Holiday Inn further. <br />and noted concern regarding use of the Council Chamber because of the <br />formality. <br /> <br />Mr. Delay favored the Council Chamber. Its location is well-known <br />among the public, and it is very accessible to the public and staff. <br />He did not think the formality of the Chamber would make a significant <br />difference in the ability of Council to act. He did not feel it would <br />intimidate the public. He would like to try the Chamber, with an <br />opportunity of getting together informally before the meeting. <br /> <br />Mr. Lieuallen agreed with Mr. Delay's comments. He felt it was a <br />better location, especially for staff, noting more efficient use of <br />staff time. He felt the concern regarding the formality is valid, <br />and suggested perhaps trying to make arrangements in the Chamber <br />for a less formal setup for the Council. <br /> <br />e <br /> <br />2/21/79--6 <br /> <br />9q <br />
